Use a VPP that is limited to multiforms.   A 50-point VPP with no skill roll costs 100 points.  That would allow you to have up to 250 point multiform.  That assumes the transformation happens out of combat.  Depending on how the power works you can probably put a few limitations to reduce the control cost.  If you can only change into things you killed, that should be worth at least a -1 limitation.  That reduces the cost of the 50-point VPP to 75 points.

It is expensive, but not as bad as it seems.  Multiform is relatively inexpensive and that is the only thing you really need in the VPP.

Skills cannot be put into a VPP, but multiform can be.

It is scary how fast Wagner is moving. I remember how Putin planned to race forward in a three day sprint to Kyiv and take over. Obviously that failed, spectacularly.

However, Prigozhin's Wagner might just take Moscow in that time.

    Mind boggling and oddly ironic.

EDIT: Well, that was anti climatic

The coup hasn't really changed the front line situation,  at least not yet. Russia is using their version of the national guard to stop him, as well as asking very nicely for Wagner to detain their boss. Russia has not pulled back troops to stop Prigozhin, so the Ukrainian forces aren't enjoying lesser resistance.

There is one thing they are doing on the front line:

Remember when Zelensky said "I need ammunition, no a ride" and then stayed in Kyiv during the entire siege? Yeah? What a man.

Putin urgently leaves Moscow for bunker in Valdai – Ukrainian intelligence
Putin's special Il96-300PU (Control Point) aircraft departed Moscow for St Petersburg at 14:16 (Moscow time), according to FlightRadar data. The destination of the aircraft is not indicated, and it disappeared from the tracking system over the Tver area. One of Putin's residences is located in Tver Oblast. Equipment for the control of the Russian Armed Forces is installed on this aircraft.

WaPo journalist on why the Justice Dept in general, and the FBI in particular, waited 15 months before investigating whether Donald Trump himself, or anyone closely associated with him, played a role in organizing the Jan. 6 insurrection. Department leaders were overwhelmingly anxious not to be seen as "partisan" by investigating, and imagined that by holding back they might "restore public trust" in their apolitical impartiality.

Jeez, had none of them been paying attention for the previous several years? Donald Trump had already established the pattern of condemning anyone who did not loudly and frequently proclaim their personal fealty to be part of the "Witch Hunt" against him. And his base had established the pattern of believing him. And the rest of the Republican Party, of backing him up.

You're cops, guys. Don't expect the criminals to like you.
