    Gold - For rolls when no rules apply 
    Silver - When the outcome is black and white 
    Bronze - When questioning the status quo
    Dark - For dissecting problems and understanding motivations 
    Extreme - All the action rolls 
    Cinematic - When interacting with other people socially 
     
    Here's the thing though, people can come up with wildly different ideas for what attributes to use. if you are designing a game, you should think about what you believe the core elements of a character are.

    Chadderton - Juicer Enclave Located in the ruins of Old Home City, south of Fort Jericho, Chadderton is built around nine city blocks and a makeshift wall of ruined cars and industrial equipment. The enclave is ruled by Lord Chad and his council, which consist of Dr. James Louis, the lead Cyber-Doc, Jannis Skism, a Delphi Juicer, Chad's closest adviser and perhaps the smartest person in Chadderton, Blake Trigger, A Hyperion Juicer and tactical commander of the Chadderton reserves, Tamera Dickens, a Rogue Scholar and agricultural expert. Chad himself is a Heroic Titan Juicer. There are approximately four hundred residents of Chadderton, the majority, refugees from the Juicer Uprising, and the majority being seasoned Juicers. Mercenary detachments are organized by Trigger and contracted to independant settlements and groups in the area. Additionally, Chadderton maintains an alliance with the Tomorrow Legion for supplies and mutual support. Services Dick & Boddicker's Guns, Guns, Guns: Run by a pair of Coalition deserters , Dick Cox and Kurt Boddicker leverage connections within the coalition to smuggle out personal firearms, weapons, and other "salvage" that Deadheads don't want to bother taking home. While they aren't very trusted, or very friendly, they keep a solid stock of personal weapons and armor. With enough lead time, they can deliver on some larger requests. Gaia's Basket: Local produce shop run by Alicia Jimenez, Tamera partner, she offers fresh fruit and vegetables from their farm outside Chadderton. Rumors persist that Alicia has some magical talent, and she has shown a knack with herbs and all natural remedies. Louis' Table: A skilled Cyber-Doc, James maintains a medical facility inside the walls of Chadderton. There he can offer a number of cybernetic upgrades in addition to traditional medical services. Juicer conversion is available, but only with a service contract with Chadderton.

    In the early 2000s, I worked at a bookstore. A woman asked me for the Idiot by Homer Simpson. While this sounds like a humorous book that the creators of the Simpsons might have produced, no such thing exists, or existed at the time. The customer refused to believe us, going so fat as to show her the inventory system. After a bit of de-escalation, we pivoted and asked why she wanted this book so badly. They needed it for their child, who had to read it for English Lit class. At that point, the manager asked, do you mean the Iliad by Homer?
     
    That was the book.

    In addition to @Scott Ruggels great advice I might add a step 1.a that might help bring things into focus. 
     
    There are a lot of great superhero games on the market. Each of them do things differently, and offer a different experience. Give as many as you can a try from Capes to Truth and Justice and see if these meet your gaming needs. If not, why not. Develop a list of things you want to see in your spandex, that you are not getting in other games, and try to identify what you can do differently to bring that experience to people.

    As a high school teacher we did a show called "The Idiot and The Oddity." It was a parody of the Iliad and the Odyssey, so I could see where this was going very easily. Apparently, it's not an uncommon mistake.

    it has a sequel too. One of my favs is still CS Lewis’ ‘Lionel Richie & the wardrobe’. Although pop-up books on sex ed; and an inquiry about Anne Frank’s sequel…because she is such a good writer…are as Neil says, “so funny. So sad”.
