Paul Reynolds is the villain known as Mumps because he looks like he has the disease. but woe betide the person who mentions it to him. He is muscle but he is smart enough to just stand there and look intimidating besides it hurts to talk.

Bob the Gob
 
London based gangster with an unnaturally large mouth and a penchant for cockney trashtalk who Richards encountered while assisting Ryan Buck and Scotland Yard to shut down an international smuggling operation. 

Never let it be said that Dr Nymax! does not have a sense of humour. He has long been aware of Dr Clement Blatchford and his Omnitron and the fact that Blatchford is jealous. So why not have some fun with him ?
So he spoke with The Fae and between them they came up with an idea. How about an arch-foe for Clement ? It would need the right moment and the right person but still.
Thus it came to pass that Clement's employers kidnapped an heiress from a charity gala and brought along her boyfriend who they mistook for a bodyguard. Said boyfriend was a bit of a daredevil and a Bruce Lee fan but lacked the courage to say how he felt to his love. However our  resident Mad Scientist and The Fae can bend the rules so they knew what Blatchford and his employers did not. It came to pass that there was an 'accident' and the boyfriend 'fell' into the Omnitorn which then started working. The machine changed him into an anthropoid llama. The unconscious body was taken away for disposal but burst into sudden life when the heiress was threatened taking down the goons with martial arts. He then used a bike to rescue the heiress and return her to safety. His identity is kept secret as he hunts down the villainous Dr Blatchford. He performs stunts and fights crime in the meantime.
He is Evel Llamneval.

Andean Condor
 
Explorer and mountaineer Carlos Velez was inspired by the condors he witnessed while climbing the Andes. He worked with his inventor friend Nestor to create a functional wing suit with steel talon boots and gloves to aid with his climbing as well. Initially he merely planned to use the suit to explore and reach high peaks, but he ran afoul of smugglers and poachers in his travels and could not resist fighting them. Seeing that fate was pushing him towards heroics he modified the suit to look more like the bird it was inspired by and became a crimefighter. When the Birds of Paradise were being formed he was a natural choice for membership and happily accepted.

In these dire times how about something a little goofy?

BOP is just the name for the family of birds that live in that part of the world so it's no surprise when Busiek needed heroes for that part of the world he would use flying carnival dancers and name them after the prevalent birds.
 
For my own part, I offer the Steamer Duck. This hero is capable of flying and speeding through water with the ability to blow hot steam on a target.

Scarlet Macaw
 
This member of the team is a brick with a flight suit. He can speak Brazilian Portuguese, Spanish and English. The  costume mimics the look and colour of the parrot. He does the heavy lifting for the group. He can also take a beating. 
 
As I recall Birds of Paradise comes from Astro City

The mercenary desert of death Flan worked security for the building. When everything went down, he was the first to try to move things outside away from the building. This Cube of Custard used his powers to try to push the villains away from the building as much as possible, and to rally the normal security guards on duty to help save the day.
 
If you need an amazing amorphous arm of justice, you know who to hire.

The Blot is a murderer for hire that leaves a card with an ink blot on it. His other identity, Jimmy Torrance, is believed dead and buried after his hotel exploded during a Mafia conference busted by Richards and his colleagues, Paul Pauldron and Ted Tookem.

Plumnose Smith
 
This villain is distinguished by his odd nose which looks a ripe plum. He was an chemist who the underworld uses to make designer drugs. He has managed to elude the detective so far but fears that his luck is running out. 

Gumbo Malone
 
This cajun criminal was once part of the Trinity of Terror along with Cillian Crymespree and Torpedo Vegas but the gang was busted up by Richard leaving Crymespree dead and Vegas rotting in Sing Sing. Malone has sworn revenge and plans on introducing Richards to a special recipe for "blackened gumshoe" courtesy of his trusty flamethrower.

Billy Bass
 
A hick, who hires out as muscle to various other Rogue gallery members, when they need an extra henchman, for a job or 2.  Sometimes likes to sing.

Bloodskull
 
A wizard, well probably a lich, but the heroes called him a wizard, so we'll go with that.  He was THE main villain in the realm before Zorb came.  After many run-ins with Fantasy Man, his obsessive hatred with the barbarian grew ever more intense.  When Zorb came on the scene, despite his desires to rule, he was all too happy to become the top general, in his all-encompassing desire for revenge.   With a better army to match with his strategic genius, he has pulled out countless victories for his new master, and watched this world turn into the glorious chaotic wasteland he always dreamed it could be.  
 
Fantasy Man's madness is the greatest revenge he could have hoped.   He even "arranges" for the broken barbarian to sneak inside the castle, to "save" new prisoners.  Because with every failure, he gets to watch the man fall farther into the abyss of his own insanity.   Bloodskull, does still harbor some latent ambition to rule, but he is having fun, and can play the long game in case Zorb gets bored and leaves to conquer other dimensions.   He also has a thing with Lady Demonia, though most people who know of this relationship, just get confused on how a skeleton dude would proceed with a physical relationship.  Lastly, his most powerful spell is "Breath of Death"  a fog he can exude that can rapidly age what it touches.
 
The action figure being a red skeleton  wearing black wizard robes, well, Marvel Comics wasn't pleased with some visual similarities with one of their characters.  So, figures are rare.

Damn it, I had another Champion of Zorb idea  (though I am slightly disturbed with myself that it has given me inspiration.)

Mister Christmas is the head of the charity Christmas Fund Incorporated. The charity is real. But Mister Christmas also sells the donater's information to the dark web, where the target becomes the victim of various other crimes. If the victim is rich enough, he has his henchmen, Ebenezer Scrub, Little Larry (a midget with one leg who can pass for a small child), Mary Christmas (his wife), and "Dradle" Dan Goldberg rob the home themselves. Tracy hunted his gain down, starting at one Christmas Eve, and ending it at the Christmas Eve of the next year.
 
He is known for his red and green suit with Christmas lights. Unfortunately, to escape capture he jumped into the river without realizing that his light suit was on. He electrocuted himself.

He joined Doc on many crazy adventures over the years and when some associates of Stargrove decided to form a hero group he was recruited. Stargrove made him a belt that harnesses Uniwaves to give him enhanced strength and speed. It does not make him impervious to harm however, so he employs steel gauntlets and body armor.

The Beast of Zorb
 
When Zorb needs to intimidate or devastate the opposition he sends in The Beast of Zorb. Some say it was one of Prince Casio's friends who was transformed into this terrifying monster. Others say he created it in some dreadful ritual. Others still that he brought together a number of animals and extracted all the fearsome options to make one mega beast.
 
The toy version is reminiscent of Beast Man and that got the makers in trouble.with lawsuits flying. It looks bear like and the stripes glow in the dark.

They are all based on Dick Tracy villains. Just change a name and give them a background. Note Tracy can be a man or a woman, you tell me. And they could be from the comic or the films. For example Cueball was from a film.
