I would be very surprised if anyone could provide a "multiplier" that justifies a 29% higher rate of police being shot between the two countries, equating to a 600% higher rate of people being shot by police. The only multiplier that could do that is fear, which is not a good quality to base protecting the public on.

Ha ha! Well AIs are banned. Or perhaps more accurately can no longer be created. And for good reason. There's a historical period that details the "Iron Men" which was essentially when robots tried to enslave / wipe out humanity. So AIs were largely destroyed. That's one of the reasons the Imperium of Man is in such a mess technologically. There are tech priests and a lot of them actually do understand science (somewhat), but most of the technology was built with advanced AI / computers which they no longer have. It's like how you might understand all the principles of fusion and how you could create a magnetic containment field to hold the plasma in a torus, but without systems that can perform the thousands of computations per second to make it work, it doesn't matter. You can't build one. They've got all this incredible technology lying around and they can use it, but not build it. There are automated factories that churn out vital components necessary for war machines and nobody dares touch them or stop them to take them apart and examine them because they might not be able to start it up again. Imagine you have a computer that you don't know how to turn on. And it has all your vital work on it. And there is no backup.
There are actually some AIs still in existence. Of a limited kind. They call them "Machine Spirits" and try to please them. So if you accidentally activate your tank's auto-pilot and it starts careering across the landscape to some long-gone city with you stuck inside it, you've angered its machine spirit and you'd better hope there's a tech-priest around who can recite the Psalm of Manual Operation that will placate it. ?

I think what he is saying is that you can give some gear an inherent CV penalty (say, Terminator Armor = -5 DCV) and that the elite soldiers will have Penalty Skill Levels to offset said penalty.
That way, you don't have some schmuck climbing into a suit of Terminator armor and becoming equally bad-ass.

By RAW, yes, you have to have the KS skill. Your GM might have their own take on this.
But you pretty much can't go wrong for Batman-esque than:
Martial Strike
Martial Block
Martial Dodge
Martial Throw
Counterstrike
Leg Sweep
Should be right about 24 points or so.

For "leveling" spells, you could set up AP brackets - 1 to 15 AP = "1st Level," 16 - 25 AP = "2nd Level," 26 - 40 AP = "3rd Level" and so on.
Then, tie the use of said spells to the skill used for magic. Assuming the typical -1 to the skill roll per 10 AP, you'd want at least a 15- "spellcasting" roll before reliably casting "3rd level spells" that will have a -3 to -4 penalty on the roll.
If you want vancian magic, then add charges to your spells, using the 'recovers under limited circumstances' option for recoverable charges. 'Limited circumstances' being "requires X time of rest and preparation." You can either put the charges on the framework overall (ie. you can cast "x spells per day" but which spell you cast matters not) or you can put them on each individual slot (which better represents 'memorizing spells.')
I'd recommend a VPP over a Multipower if you go with the charges per slot option; that way the pool cost on the VPP is the limit to how many spells they can prepare / memorize.
I use a somewhat similar VPP for my Steampunk Fantasy HERO setting, and it works very well to give spellcasters both flexibility and limitations on what / how much they can do.

Same thing, only the max END remains unchanged.
Absorb / Aid to STUN would be the same; I don't think you can "take STUN damage" from the extra points fading. Could be wrong, there.

Your END reserve is still at 0, and the max END of the reserve drops by 5 points as normal.
It can't go negative.
Absorb to END, by default, increases both the maximum END of the reserve, as well as the current. (Unless it has "only restores to starting values" adder.)
