"Slick, shifty combatant" mainly seems like a style thing to me.

 

Brawler types aren't "great hand to hand" guys, but can hold their own. I'm talking something like this:

 

20 Str

 

Cinematic Brawling

Martial Block

Martial Strike

Offensive Strike

 

Optional:

+2 DCs

+2 HtH CSLs

 

"Tough guy" level defenses.

 

All this is as cheap as dirt, leaving lots of points over for skills.

Funny no one mentioned Streetwise. I always start with that for sleuths, even before Deduction. :cool:

A few gadgets to spend points on:
 

Tracking Device: ENHANCED SENSES Detect A Class Of Things 13- (Unusual Group), Increased Arc of Perception, Range, Tracking, Variable Advantage (+¼ Advantages; +½) (30 Active Points); Restrainable (-½), OIF (-½) Real Cost: 15

Metal detector: another Detect A Class Of Things

I tend to think of a hardboiled PI as a nerf brick very tough they can take a beating shrug off bullet wounds and survive things that would kill normal people with wince some iodine and a shower.

 

Not a huge amount of damage but a good right cross that will put most normal humans down in one punch. And of course the trusty .45 which rarely gets fired but acts as a presence bonus.
