You'd need to link an attack to it, most likely an Ego Attack (though an amusing alternative might be an NND based on ECV with the defense being resisting the telepathy). If so, then someone with 40pts or more of telepathy would have a devestating attack. I would say link an ego attack or a drain attack to the telepathy. But me, I prefer something a little more long term... like Psychic Surgery, for instance. How about a Transform to give your target a SUSC: To all Mental Attacks say, 2d6? Maybe even 3d6? That way, it doesn't even have to be you doing the Telepathy for the target to get one helluva headache. Am I an Evil Genius or what?
