Surviving members might want their fallen comrade, whose death prompted their retirement, to be honored in the naming. Obviously, no one wants a town named "Bat-Town," but they might go for "Wayne." As for location... Large areas of New Mexico are well isolated, scenic, but still affordable because no one wants to live in a desert -- until supers move in and fix it up. I also, naturally, recommend Coastal Northern California. Beautiful weather, low pollution, and the price is cheap if you go far enough outside of the major cities. Theres a multientendre. Or Super Falls. Or Mega Falls. Or Springfield Cape Horn Haven Falls. *ahem*. Sorry. If it is in the Champs universe, the Pacific NW is without some hero-lovin'. For a moment there it was sounding like you were going to put the Freedom Guard in Cape City, which might be a little close to Honor Guard in Astro City. Maybe they're rivals? Cape Gerardeau is in Missouri after all. I know that I am biased, but the Mississippi Delta in western Mississippi is an economic disaster. It would be easy to get property there and many people would generally flock to a new development. Tunica County blew up when the casinos moved in, and it was once the poorest county in the nation. Yeah, I know, I have a lot to be proud of... But at least we have moved to 49th in infant mortality!!! But at least we are inthe birthplace of the Blues.
