Background: Madison Douglas was a Dog Catcher in Empire City who snapped and believed himself to be a supervillian. He fixated on the crimefighter known as the Black Cat, who because of her whimsical sense of humor and desire not to let the inept villain harm himself or others, plays long. The Mad Dog has managed to recruit a gang of low level thugs who call themselves the Pack.

 

Powers: Because of his insanely overcofident attitude, The Mad Dog is able to be far more persuasive then he should be. He is a somewhat effective brawler, and is a good runner, something he picked up from chasing dogs. Strangely enough, he has a form of bizare luck that protects him from otherwise fatal injuries, and is stubborn enough not to be knocked out without a great deal of punishment.

Well...

 

Based on the info in the Wikipedia article for Undercover Blues (as difficult as this may be to believe, I haven't actually seen the movie, perhaps I'll see it on Hulu or YouTube if they've got it), converting Morty to Muerte should be as easy as changing his WF to Blades and trading in his revolver for a switchblade. I imagine they're more or less similar in all other respects.
