Install the powered LED lights in the top of the individual slabs, and suddenly running into a dark alley to evade pursuit becomes problematic. I was thinking this could be installed on highways and expressways, to use fast-moving traffic to power cities. Then it was just a question of finding a vaguely appropriate thread around here. Gasoline out of air? It's technically feasible, but requires a great deal of energy.
