Do you have any suggestions for how to build Jonah Hex?  I'm making a version of him for my Victorian superhero game.

Depends on the power level.  He is an Olympic level human who should have a high Fast Draw roll.  Jonas would have of course a Distinctive Feature (Scar), and a long list of Contacts including the Justice League.

won't he be a bit overpowered ?

I'm thinking of all the powers and abilities we see in the Marvel Movies and CW Shows.  Martial Arts Skills, Missile Deflection, Breakfall, Tactics, etc.  Bricks and Speedsters wouldn't have those things.

I'm sorry but I do not follow your logic

As someone who's been watching the CW shows it seems to  me most of the characters avoid getting hit instead of just shrugging off damage.  Supergirl lets bullets hit her body but uses her heat vision to deflect attacks.  Flash uses a lot of dodging.  I'm just trying to figure out how that all works.

the characters are seen to be acting naturaly to deflect/doge bullets

I love that Sara hid behind Zari to avoid being dosed by the unicorn.

I'd never thought I'd write something like that in my entire life.

Maybe their body armor just has fully invisible power effects so that they're really getting hit but it looks like the attack missed. ?
