How about an official return of Figured Characteristics; not just the 5e stat block, but some discussion of how to do it, recommended pricing, and so on.

Well, I don't know how they could without increasing the cost of the based characteristics. Then again, I am asking for the return of Instant Change, Transfer, and Elemental Control, so...

Like this:

Strength

+60 STR: 60 points

  • +12 PD: 12 points

  • +12 REC: 12 points

  • +30 STUN: 15 points

Total: 99 points for +60 STR.  Round down to 90 points, making STR 1.5 points per +1.  Round the cost up for odd values of STR.  PD = STR/5.  (See CON for REC; see BODY for STUN.)  Option: STR provides OCCV (Offensive Close Combat Value, which includes hand-to-hand and melee); +20 OCV, HTH And Melee Only (-1), 50 points; total 149 points for +60 STR.  STR costs 2.5 points per +1, with OCCV = STR/3.  See DEX option for ORCV.

Dexterity

+30 DEX: 60 points

  • +10 OCV: 50 points

  • +10 DCV: 50 points

  • +3 SPD: 30 points

Total: 190 points for +30 DEX.  Round down to 180, making DEX cost 6 points per +1.  OCV = DEX/3; DCV = DEX/3; SPD = 1 + DEX/10.  Do not round figured Speed; maintain the fraction, allowing characters to buy up fractional values for 1 point per +0.1 SPD.  Option: Dexterity provides ORCV (Offensive Ranged Combat Value).  +10 OCV, Ranged Only (-1), 25 points; total 165 points for +30 DEX; DEX costs 5 points per point; ORCV = DEX/3.  See STR option for OCCV.

Constitution

+20 CON: 20 points

  • +4 ED: 4 points

  • +4 REC: 4 points

  • +40 END: 8 points

  • +10 STUN: 5 points

Total: 41 points for +20 CON.  Round down to 40; CON costs 2 points per +1.  ED = CON/5; REC = STR/5 + CON/5; END = CON*2.  (See under BODY for STUN.)

Body

+10 BODY: 10 points

  • +10 STUN: 5 points

Total: 15 points for +10 BODY.  BODY costs 1.5 points per +1.  Round the cost up for odd values of BODY.  STUN = BODY + STR/2 + CON/2.

Ego

+30 EGO: 30 points

  • +10 OMCV: 30 points

  • +10 DMCV: 30 points

  • +6 MD: 6 points (optional)

Total:  96 points for +30 EGO.  Round down to 90 points; EGO costs 3 points for +1.  OMCV = EGO/3.  DMCV = EGO/3.  Option 1: Treat MD as a Figured Characteristic for all characters; MD = EGO/5.  Option 2: if a character has bought MD, they get the bonus Figured MD.  Option 3: in games with no Mental Powers, EGO costs 1 point for +1 EGO.  Option 4: EGO does not provide OMCV; its cost then becomes 2 points for +1.  Option 4a: PRE does provide OMCV; the cost of PRE then becomes 2 per point as well; OMCV = PRE/3. Option 4b: INT does provide OMCV; the cost of INT then becomes 2 per point; OMCV = INT/3.

The new stat block:

Primary Characteristics:

  • STR: base 10, cost 1.5 per +1 STR. (round cost up for odd values)

  • DEX: base 10, cost 6 per +1 DEX.  OCV=(DEX/3); DCV=(DEX/3)

  • CON: base 10, cost 2 per +1 CON.

  • BODY: base 10, cost 1.5 per +1 BODY (round cost up for odd values)

  • INT: base 10, cost 1 per +1 INT.

  • EGO: base 10, cost 3* per +1 EGO.  OMCV=(EGO/3); DMCV=(EGO/3)

  • PRE: base 10, cost 1 per +1 PRE.

  • COM (optional): base 10, cost 1 per +2 COM (round cost up for odd values)

Figured Characteristics:

  • PD: base (STR/5); cost 1 per +1 PD.

  • ED: base (CON/5); cost 1 per +1 ED.

  • MD (optional): base 0, cost 1 per +1 MD

  • MD (optional): base (EGO/5), cost 1 per +1 MD

  • SPD: base 1 + (DEX/10); cost 10 per +1 SPD.

  • REC: base (STR/5) + (CON/5); cost 1 per +1 REC.

  • END: base (CON*2); cost 1 per +5 END (round cost up for partial values)

  • STUN: base BODY + STR/2 + CON/2.  Cost 1 per +2 STUN. (round cost up for odd values)

* Assumes OMCV=EGO/3, DMCV=EGO/3, and MD = EGO/5. In games with no Mental Powers,  EGO costs 1 point per +1.

Optional stat block:

  • PD: base (STR/5); cost 1 per +1 PD.

  • ED: base (CON/5); cost 1 per +1 ED.

  • MD (optional): base 0, cost 1 per +1 MD

  • MD (optional): base EGO/5, cost 1 per +1 MD

  • SPD: base 1 + (DEX/10); cost 10 per +1 SPD.

  • REC: base (STR/5) + (CON/5); cost 1 per +1 REC.

  • END: base (CON*2); cost 1 per +5 END (round cost up for partial values)

  • STUN: base BODY + STR/2 + CON/2.  Cost 1 per +2 STUN. (round cost up for odd values)

Dex also has to include "when you move first" as a part of the stat, so universal lightning reflexes.  Which makes my head hurt, because its based off of dex....

I assumed that as part of its base cost without figured (2 per point), same as I assumed that +5 STR included +1d6 HA and 2x lift.

I would add the following:

Because the costs of the Primary Characteristics track more closely to the value provided in Figured Characteristics, characters may with GM permission sell back up to three Figured Characteristics.  Note that the Combat Values are not considered Figured Characteristics and may not be sold back, nor may they be bought up nor Adjusted separately from their Primary Characteristics.  Note also that under this scheme, DEX and EGO both become Defensive Characteristics, and their costs are doubled for purposes of Adjustment Powers.  Also, there is no such thing as the No Figured Characteristics Limitation; if you want to buy Primary Characteristics that don't provide Figured, use the 6e original costs (but DEX, EGO, and (if applicable) STR and PRE bought this way don't provide any CV).

Without another book, Hero becomes a dead system. Just be lucky that all the rules in the APG's are optional, as in not mandatory.

That's sort of the point.  I like everything being in one book, else the game becomes like AD&D 2nd Ed with 20 million books for this or that.

Put another way, I'd much rather see a single volume 7e book with everything in it akin to CC (absent all the examples and such we find in 6e vol 1 & 2) ... as well as all APG optional rules (minus the unnecessary exposition) ... than to have another book to buy ... and store ... and carry ... and/or keep in a separate file (which must be separately searched) on a hard drive.
