    Getting away from Homing discussion to the point of the OP ; Sketch, are you only interested in Adders, or did you want to discuss Custom Advantages as well?
     
    For anyone curious, I did in the past start a thread for Custom Advantages.

    Reasoning from effect...
     
    A Homing power has multiple chances to hit, but it can only hit once.  If it misses with all of those chances, then it doesn't hit. 
     
    Since the attack is only going to hit once, do we really need to have three dice rolls to hit?  Or could that just be a special effect of increased OCV and we roll once?
     
    Let's buy it with +3 OCV and a Limitation.  Something to the effect of, if it doesn't hit the target by at least 3 points (including the added OCV), then it's delayed by 1 Segment per point it doesn't make that threshold by, to a maximum of 3 Segments.  I'd give it -1/4 at most.  Add Physical Manifestation so that it can be knocked down during that time. 
     
    So... I suppose the only "custom Adder" I might be using here is the +3 OCV with the single attack. 
     
    To answer @Sketchpad's question, I don't think I've ever needed or wanted a custom Adder.  I have mulled over allowing one Power to act as an Adder for another, if you can come up with a good enough reason to build it that way.  The example I came up with for myself was Extradimensional Movement, using Teleport as an Adder; which when built like that would allow you to travel to the other dimension, then back to the original one having Teleported in the process. 
     
    I've further considered breaking out the Regrowth and Resurrection Adders, for Healing and Regeneration, as their own Powers but allowing them to be Adders using this rationale.  As separate Powers, they work slowly, at your standard BODY recovery rate, so you'll probably want to buy Healing or Regeneration with them.  But you don't have to. 
     
    Buying one Power as an adder for another probably looks more or less the same as buying a Compound Power via Hero Designer.  And we can already do that...

    My house rule is that HOMING is a +1/2 advantage. Roll to hit as normal. If the homing attack misses, it tries again on the firer's next phase. (The OCV remains the same, range penalties = how many the attack missed by the first time: usually best to buy levels vs. range penalties to counter this. ) If it misses the second time it ends as usual. The number of additional attacks doubles for each additional +1/4 advantages. This attack is inherently indirect, attacking from whichever direction it missed by last time.

    I have no real idea. I mean... I want to present the three groups and then talk to Jason. So.... assume 400-500 words/page and 60,000 words, we're talking a 150-page book. The actually book will probably be 128 pages.

    Absolutely. My only request, outside of them being in good resolution, is that the trade dress not be as forefront as a cover is. In some cases that's fine, but that Perez 5th ed Champions cover? I would love to have it as a "virgin" image as they say in the comics field.

    I would love to have a lot of the old Hero covers as posters; Justice Inc, Danger International, Fantasy Hero (any of the editions), Lands of Mystery, Champions 4th edition as you say, there's been so many great ones.

    This might be better directed to @Jason S.Walters, but does anyone know of any Champions posters in the world? I know I'd love to see a poster of the Perez 4th ed Champions and Hero Systems books. Does the art exist in such a way that posters could be made from them? Are there hi-res images that don't have the trade dress in the same manner as the book?

    Ultimately, it is the GM who decides how to run the villains.  If you can't figure out a scenario that's not annoying to the players, maybe pick a different adversary?

    An update on Strike Force:

    I am 12,000 words into The Blood, which means I am ~30,000 words into the project. I am developing various Blood NPCs for 6e, which means I am either updating them from Org Book 3, or, I am using files found in Aaron's notes.

    The fun part... ("fun") is splicing together their backstories and such from various sources. Org Book 3 really only gives the basics, there's a lot more to each of the Blood, and I want to present such things in a proper manner.

    Oh, 6e Azor is 814 points. 6e Affrighter? 886!

    Yet another update! The Blood is at 5,000 words but work has slowed slightly as I puzzle out who is who. To explain, the Blood seen in Org Book 3 are not exactly the Blood as they appear in Aaron's game. I don't want to go into too many details (it will spoil the fun of discovery) but the Affrighter's true history reads like something you'd expect of the typical X-man.

    Back in the day, the Star Trek RPG (old enough that no one had to ask "which series") stimulated a great article about the tropes needed to get the feel of Star Trek.
     
    The Prime Directive - we don't interfere.
     
    Integrity - Starfleet Academy is filled with tests of character and opportunities to flunk out, so those who make it through all have high inegrity.
     
    "Take me and free my men." - the Captain would trade his life for any crewman.
     
    But it also discussed the tropes the GM had to honour.
     
    That integrity leads to challenges, but success and not failure.
     
    When the Captain walks into a hopeless situation to save that random crew member, it's not really hopeless- there is always a way to turn the tide.
     
    "Phasers, Sir?  Ye've got 'em - I managed to restore one bank."
     
    I'm amazed how often I read GM diatribes of their players who refuse to follow genre tropes, and instead gravitate to murderhobos who don't trust or care about NPCs.
     
    Then we dig a little deeper.  Heroes show restraint?  They lose the combat and the villains win.
     
    Heroes don't kill?  The villain comes back, this time causing even more damage to anything the PCs/players care about.
     
    Trust an NPC?  You get betrayed.
     
    Those genre tropes the heroes follow cause them challenges, but they also come back to the heroes' benefit, not their detriment.  If the GM won't follow that trope, why would the players follow their genre tropes?

    I'm sorry if I became snarky; I was rewriting my post while you responded.
     
    In most cases, yeah, being immune to a character's own Powers is just handwavium. The comics often seem to be fine with that; I am fine with that; many other people seem to be fine with that. One can say "Unstable Molecules," or "Magic," or just dramatic license.
     
    May I suggest your question about unstable molecules was perhaps unclear. Would a more precise question be, "How (if at all) do you write up a costume being immune to a character's own Powers? Assuming circumstances in which this goes beyond the mere fact that the costume isn't instantly destroyed by Powers that, in the real world, would destroy ordinary cloth." If I work at it, I'm sure I can think of situations where, say, the Human Torch's non-burning costume could be used for purposes other than not leaving Johnny Storm buck-naked when he turns off his flame aura. Under those circumstances, a GM might want to specify what can and can't be done with a costume when the character isn't wearing it -- even if one isn't charging Character Points for it. (Or it's a campaign where characters are not limited to arbitrary point totals.)

    3150 words written! In fact, the background information for ARL is pretty much complete. Now, all I need to do is clean up the character sheets, build the base, a vehicle, and get some location keys polished.
