  1. I believe one of the core beliefs in the Hero System is no duplication of effects. Which is why we have Resistance Protection as opposed to 4ed Armor and Force Field as separate powers. But again, "Your Mileage May Vary".
  2. But...how to simulate it in modern Hero System. Should it be Mind Control Based On CON effect (one command: Feel Vertigo)?

  4. I have never experienced Exploding Dice before, but I'm kinda ok with the concept. If the players can use it, then so can the game master after all. Just as it is limited to the dice which have rolled maximum and has a maximum effect (as in can't go over the total maximum damage if the attack on a legal push or haymakered attack...nothing too crazy but still impressive).
  5. Up to you if being bigger makes you clumsy and slow. It might just be a stereotype that big guys are slow and clumsy.
  6. When bigger, the character would be easier to hit (-DCV at least), but would find it easier to hit (+OCV at least). When smaller the character would be harder to hit, but would have a slightly harder time hitting. It wouldn't affect the characters STR (can move a car when in the size of a giant or an ant).
  7. The IMAGE Manifesto Supposedly found after Murdock's death, the manifesto contains many demands for humanity so that humans and mutants can live in peace. They include: The immediate release of mutants from all prisons, police, and military. The formation of a mutant government to span worldwide and only focuses on mutant affairs. The ability for mutants to demand tributes from anyone not a mutant (legalized stealing). The removal of any murder, attempted murder, and manslaughter charges from human laws for mutants against humans "because humans should know better then upset their betters. Nobody charges a lion for killing a human. Nobody should charge a mutant for killing a human." And other such statements. It is questionable if there were ever a true IMAGE manifesto. It is up to the GM if any of it was true, but at least 75% of it was probably doctored by IHA's media staff to upset humans about living in piece with mutants.
  8. I believe we have a setting just ripe for great fantasy stories. Faerie. And it is extremely underdeveloped. We know that the seelie and unseelie court exist in Faerie. And The Shadow Queen has an entire queendom there. Should there be other threats like the Blood Red King, master of unlife? The Thing Under The Mountain which causes earthquakes when it is angry? The High Ork King? Valgod the Conqueror? (Note: the above names are mostly what I pull out of my arsh. Your mileage may vary.)
  9. What is a mutant's classification by scientists as the next evolution of man kind? Many mutants and scientists like homo superior. Many also say that is one of the reasons why mutants are feared (IHA loves this term, and uses it in their propaganda, especially in their "science" papers). Others perfer homo supreme. Others like homo sapien mutanous. Once they can agree on what to call human mutants collectively, they'll work on a single scientific classification for mutant plants and animals.
  10. One could hope they turn to Fantasy Hero Complete. But your right. Pathfinder will probably get the boost and Hero will be ignored. Sigh.
  11. Let us hope. This fiasco might help Hero Games to survive, even thrive. Then again, the fact that you actually have to build everything and that there is no levels involved might turn D&D junkies away. You'll never know...

  13. Ok. Got the physical book. I noticed that there is no writeup for La Bete. Seems to be intentional also (there are no page jumps which would indicate a missing page or two).
  14. Writeup proxy time. David Artistan, Nathaniel Corkofsky: I don't recognize the proxies in these two. Just two general normal leader type. (Not even of ex-Avengers government liaison and Project Wideawake agent Henry Peter Gireck) Archer Samuels: The CEO of the IHA. The fact that he is an inobvious cyborg screams a little remembered group of mutant hating cyborgs whose names I forgotten from the x-books in the 90's, but those were obviously cyborgs. Minuteman Robot MARK 7 and Minuteman Tracker MARK 3: Obviously Sentales, more so for the MARK 7's humanoid form. Hunter: Kinda a "super soldier" type, but more evil Nick Fury than Captain America. Shi No Te: Seems to me to scream Marvel's The Hand than anything else. MTU846 Mutant Termination Unit: Screams Terminatrix from the third Terminator movie, maybe with a bit of Nimrod sprinkled in. Vengeance: Murdock seemed to me like a low powered "evil" Professor X who can walk. Vengeance is slightly more powerful than his father, but also falls into that nitch. Eterno: Spanish Wolverine without the claws or unbreakable bones. Clement Moreau (Spector): Seems like Marvel's Ghost without the tech. La Bete (The Beast): There is no writeup for him, but "mutant werewolf". Jason "Father" Todd: Another "evil" Professor X type, except he is also a biker from Sons of Anarchy. The rest of his crew written up seems to be bikers with a few powers. Cat's Eye: Seems to be original to me. Maybe a bit Luke Cage without invulnerability. Popper: Take a mutant student from the Xavier School, make him not ab X-Man nor New Mutant and basically you got Popper. Shadow Fire: The superhero turned teacher gives me a Black Lighting vibe. Death: Reminds me of the Slapstick villain The Atomic Bum, but is not a joke and him being a villain is questionable. Elaina Debone and Black Rose: Both reminds me of Jean Grey if the focus was more Telekinesis instead of Telepathy.
  15. Luck is normally a talent. Can I add "Unified Power" to it to make a mutant power of luck (assuming I give him other powers with the definition "Mutant Luck Powers")?
  16. I just had a thought about Hound 13, a young mutant whose powers are all based on Luck. One thing which got me thinking is that he could possibly possess Martial Arts under the special effect that he is lucky (dodges out of the way for the last second before his opponent could hit him, wild swing punch which actually hits a cluster of pressure points at just the right time, etc.). Considering this is a part of his mutant powers, is it legal to buy his martial arts with the Unified Power limitation? Should it be bought per manuvers, or through the entire martial arts?
  17. Piecemeal writeup. Standard power armor defense, flight boots, and mutant detector all total technology. Other powers are all mutant body parts preserved and "grafted" upon the armor for certain effects. Standard MBPs Energy Blast via a plastic-ish tube filled with preserving fluids and a mutant's eye and optic nerve. The tube itself is rather fragile, is an OAF, but he has like six of them. Resistant Protection boost special effects of skin from a mutant and is Ablative. A mutant brain allowing him Mental Defense, Ablative. Extra limbs and stretching, no noncombat stretch. Various other body parts: VVP, about enough to support four 60 point maximum powers, all based on body parts from mutants he has kept preserved inside his armor. There are some powers he can't actually have by grafting on to his armor. He can't just fly by grafting wings on his armor (hench the boot jets).
  18. Thinking about the Huntmistress. Writeup: use the Sergeant writeup (page 68-70), but replace the Multi-Assault Blaster-Mark IV and Recoilless Rifle with more capture related weapons. And also the Shock/Explosive Collar activation device. Hound 1: Rather low level telekinetic powers (30 points max Multipower). Hound 13: Mutant with luck powers. Hound 27: Can cling to walls (clinging). Hound 28: Superstrenth but not exactly resistant to damage. And...4 more Hounds. What do you think? Should the Collars be one of Huntmistress' powers or a limitation on the character sheet?
  19. Yep. Compared to the point value of the IHA, the Knights ARE Genocide Light. Except for the leaders, which are mostly normal humans businessmen.
  20. Which means that either IHA doesn't exist in your world (cause they basically picked the corpse of Genocide clean), or exists alongside the Purity Knights. Anyways, the list was all about coexisting your VC stuff with the Champions Universe 6ed. But then again every game is an alternative universe.
  21. I'm going to continue adapting @tiger's Tiger Paw Press Villain Compendium series with the IHA agenda and blah, blag, talkity, talkity. As always, Tiger is the true Word of God on this, since he created most of the villains here and adapted others. Aces of Death They might know of the true agenda of the IHA, and considering that Death Ace is a mutant, might not accept any jobs posted by them. Then again, the Aces of Death are professional assassins. As long as the IHA doesn't offer a job which breaks their rules, they'll accept. The IHA doesn't know that Death Ace is a mutant. They rairly can afford the services of the Aces of Death, and IMP is so much cheaper, but if you actually do want the target dead, you use the very best. The Arrangers The Arrangers, through their contacts with Terror Incorporated, know the truth about the IHA. They won't work directly with them. For the most part, The Arrangers can't provide any service they themselves can't do for themselves. The IHA doesn't yet know there leader is a mutant. The Conquistadors Othoe a hidden "arm" of Terror Incorporated, they don't know the truth about the IHA. Murte doesn't give everyone who works with him all of his knowledge after all. As for the IHA, they rairly have contact in South America, and if they did, there are other local villain groups to use. CLOWN Merry Andrews and company don't know the truth about the IHA yet. Merry only sees them as a bunch of government stuffed shirts who need a prank or two to loosen up. The IHA hates CLOWN, obviously. They make everyone look like fools, and a few members are actually mutants (The Fox and Bloon-a-tic for sure). And CLOWN actually has good press (for villains that is). They want to take the group out, they just don't know exactly how yet. (They prefer to wreck the group's reputation first, if that even is possible.) Denier & Co. Denier doesn't know or care about the IHA. The IHA has marked Denier for death, only that there is a huge amount of mutants above him (and supernatural beings, etc.) They won't get to him for some time. EF-1 The Arrangers won't let EF-1 work with the IHA. EF-1 doesn't know the truth about the IHA. And the IHA doesn't want to directly use the EF-1. You know what is worse than mutants? Powered beings who could breed mutants. Elemental Council The Elemental Council doesn't know about the true nature of the IHA, but will not be willing to work with them, considering that there leader Aquaterran is a mutant and already has the Purity Knights after him. The IHA believes the group to be a powerful threat and shutters about them merging with the other pro-mutant groups (like the fear that Kinematic would form a 'Neo IMAGE' network someday). Evil Mutant Society The EMS hates the IHA, but doesn't yet know of the IHA's true nature. They suspect them of being badder than the public knows of. While a big threat, by the name alone is enough for them to point and say "we're right folks". Besides, the group has their hands full against the Purity Knights. The Geodesics While Dr. Koo knows about the true purpose of the IHA is, chances are that Dart and company don't know. They will not work directly with the IHA (mostly to keep Dart and Ultraviolet's twins safe). IMP A loose connection of clown themed assassins, they are willing to work with anyone who can pay them. IMP is the go to assassin group of the IHA, and the IHA are willing to use them to take out the group's rival CLOWN (as IMP is planning of killing CLOWN anyways, might as well get paid for it). Now I go into book 3. Mutant Legion Avatar believes that the IHA to be more than a simple lobby group, but doesn't yet know the truth. Avatar is high up the IHA's "must kill" list, mostly because of his personal powers, but also the fact that he opened a school training young mutants in the use of their powers. Avatar is no longer technically a villain, but is viewed as one still. Also his school doesn't direct the students to use their powers for anyone's benefit (there own nor for human kind), which scares them a lot. Necronus & The Brood The IHA doesn't know of Necronus' existence, nor does the Brood know about the IHA. If the IHA learn about them, they would rise to the top of the must kill list. Psiforce The Psiforce doesn't know the truth about the IHA. IHA hates the Psiforce about as much as they hate PSI. The existence of Stalker (who can change his mutations at will) scares them. Purity Knights The Purity Knights don't know about the true nature of the IHA, and believes them to be weak, more willing to talk the talk without walking the walk. IHA usually refers to the Purity Knights as "Genocide Light", and believes that it is only time before they bite off more than they crew and get destroyed (and proving their methods correct). Red Death The Red Death knows that the IHA exist, but doesn't know the truth about them. Also, they have no use for the IHA. Working with them won't bring Oeramm to our dimension after all. Meanwhile, the IHA believes the group being a typical huge supervillain group which includes many suspected mutants, and doesn't know of the true nature of the group. Russian Siblings The Russian Siblings usually don't operate in the United States, and this bairly knows about the IHA. And, of course, vicaversa. Serpent Collective The IHA take their flimflam about them being a mystical group dedicated to Apep at face value. The Serpent Collective don't really care about the IHA, or know the true nature of the organization. Shadow Coven The Shadow Coven doesn't know the truth about the IHA, but will work for them if doing so will fulfill their goals. The IHA doesn't directly know of the Shadow Coven. If they do, they will file them under "others to destroy once most of the mutants are.' TF-1 The IHA would love to use the TF-1. All those cyborgs, which can be presented as victims of mutants abusing their powers. The TF-1 doesn't know the truth about the IHA, but because of the connection to The Arrangers, would have nothing to do with them. The Sisterhood The IHA scoffs at this all female villain group. There are mutants in the group, and divide there slander campaign against them as being a group of militant lesbians and a mutant eugenics plot to birth stronger mutants. The Sisterhood hates the IHA, but doesn't know the truth. Appendix: Hydro Hydro has been mangled in the press by the IHA, but only thinks of them as a bunch of hate mongers with no teeth. He has bigger fish to fry after all...mostly VIPER and the Purity Knights. The IHA doesn't like the mutant's popularity among the masses and works to slander him.
  22. Gard-dang my phone. Can't get the quote box to go away. Anyways, what other Hounds would you like to see? Remember that they are all teenagers, and IHA would not allow any mutant with strong defense or regeneration or healing powers to live (they can't kill them with an Exploding Collar if they can't hurt them with an Exploding Collar after all). They are also psychologically broken by torture, so those with strong will are probably going to get murdered also, but this is easier to hide then regeneration or hard skin.
  23. Thank you. The only real thing I remember about Nanny is that her armor is a shape of an egg. And I might be misremembering it. Yep. Just seen her Marvel Wiki entry. Her armor definitely is egg shaped.
  24. Yep. Othoe I didn't remember them. Also who I do vaguely remember, Orphanmaker and whatever his "mother" was called. Marvel's Piecemeal didn't inspire mine. Just found a mutant body part collector scary and gross.
