  1. In the United States it isn't illegal for people to show up and tell everyone that they should change how they live and how things are run, even if those people are foreigners. Themyscera was not a hidden place in the Wonder Woman universe. They actually invited foreign dignitaries there to show how how awesome their utopia was. Didn't work out very well but Wonder Woman was a fully accredited ambassador. Now in the Bronze Age, things were a little more ambiguous. It was no longer a secret that Paradise Island existed, but the precise location was concealed and men were forbidden to go there. But Wonder Woman was a member of the Justice League and the Justice League operated on a world wide basis with permission to come and go granted by all but a few rogue nations. But in World War II or right after, if it was revealed that she was a foreign agent posing as an American, there would have been real trouble.
  2. Superman as a foundling found on American soil is an American citizen. The Golden Age Wonder Woman was a spy and covered by laws against espionage.

    "The" answer? I'm not looking for "the" answer. I'm looking for "an" answer. To give an example in "Little Fuzzy" they assumed aliens were people if they could either "talk" or "build a fire". Other tests that I've seen include: Discover faster than light travel. Practice art for art's sake. Put an animal in a cage Be telepathic.

Now his goal was to first ensure China's unity and independence and to make it a great power. Bearing that in mind, what do you suppose the scheme that Nayland Smith foiled was?

    I'm looking for tests that someone...not necessarily a human...would give to newly encountered aliens to decide whether or not they qualify as whatever the test giver would class as "people". Any suggestions?

  16. In terms of lifesaving, taking down the guy who just firebombed a crowd probably does more than rushing over to give first aid to one of the victims...so no. What he should have done was set a building on fire or damage a load bearing wall so someone would actually need rescuing.

  21. PI licenses primarily give you the freedom to advertise that you are a snoop for hire. They also protect the investigator to a limited extent from things like "stalking" charges because you have a professional reason for what you are doing. In the case of a superhero license some of the things a license might empower you to do include any or all of: 1. The freedom to operate without having law enforcement authorities or courts demand you unmask. It can make your alias a legal name for all purposes 2. The authority to make arrests and to use physical force against people who resist arrests. In English common law, which applies to all former colonies by default there is a right for private citizens to make arrests which dates back to the Middle Ages, but this can be restricted by local anti-vigilantism laws. 3. The freedom to use dangerous superpowers in public for lawful purposes. 4. Access to law enforcement databases, and to crime scenes after the crime scene investigators are done but before the general public 5. Enhanced protection from civil liability. 6. And much like PI licenses, being a licensed superhero gives a legitimate explanation to authorities for behaviour that would otherwise be suspicious like lurking on rooftops in a mask.

  23. Doctor Erskine decided the key to creating a super soldier was the use of gamma rays, but when a german agent tried to murder him, both of them were exposed to an overdose. Erskine acquired an alter-ego that would take over his body when he grew angry, while his attacker was permanently and monstrously transformed. They became arch-enemies as Doctor Hyde and Herr Shrecken.
  24. Paradise City's Iron Man has nothing to with Tony Stark. Instead he's the perpetrator of an ill-conceived time-travel experiment which turned him from man to living steel statue. Incapable of communication, unable to speak and lacking the manual dexterity to write, he eventually goes mad and begins a destructive rampage.
