Inserting an extra energy storage and conversion step into any operation seems likely to have costs in efficiency and construction.  That said, it does move automobile emissions out of the urban centers where the cars tend to be used and where human exposure to those emissions are maximized.  Whether that's worth it is a much more complex analysis.  (I am assuming here that the construction occurs outside those urban centers, which is generally not really true, but in principle it could be true.)
