As of the "default" campaign timeframe, the last High King has been dead several years, with the ten kings of the land unable to pick one of their number to succeed him, and none of them (or his widow) strong enough to seize power. As a result, the land is suffering, monsters proliferating, kings are scheming and fighting, barbarians raiding, and on and on. Tuala Morn needs some heroes! But of course, if you don't like that idea, you can always choose some earlier year, and Davaine the Strong can be alive and well on the throne at Dunrioga.
