Who was he? What was he like? Where did he get printed? He was printed in Champions Universe (1992 edition) on pg 118-120. David Timmeson was not on a par with Menton, but still powerfull. He had a "duplicate" of himself that was a "Telekinetic Construct", it was a 240 point brick. His basic mental powers were a 150 point multi-power with Ego Attack, Telepathy, TK, Flight and Force Field. The public believed that his duplicate was Mind Titan and David was his sidekick, sometimes called Mind Boy or Mind Lad. It was stated that his powers were increasing. You know, fear that his 'duplicate' was becoming the real him, a worry that he was nothing without his 'duplicate'. IIRC he was the most powerful Heroic Mentalist offically published in 4th by a wide margin. Unless you count the very Iron Age leader of IMAGE from the mutants book.
