She'd provide the requisite paperwork to the legal department and let them handle the registration process, the certification process, and any requests for government-sponsored missions. If the government gets obstreperous about making her hunt down other heroes, she'll ask the legal department to file for "conscientious objector" status, and if that fails, put in for a transfer off-dimension. Roxy wouldn't register, but, well, they'd have to catch her to do anything about it. The original not registering wouldn't be from any philosophical objections, but because she from offplanet and never went through naturalization - she doesn't want to risk getting deported or handed over to the alien authorities hunting her. After the excessive force and extra-dimensional imprisonment starts, she'd join the Anti-Reg trying to rescue as many people as possible. Charlie would announce her retirement from heroic activity and go back to the behind-the-scenes mystical work her family's been doing for hundreds of years. She's a good enough mage to keep her work from being provably the result of metahuman intervention. For something like this to work, the reader has to be able to perceive both sides of the issue, and have sympathy for the characters on both sides. The pro-registration side is so negatively painted that there's no sympathy for them. About the only real defense is the Reed Richards extrapolations that continuing the present rate of superpowered activity growth, the human race will be wiped out inside of a generation or two. I could see that leading to a much more panicked reaction and clamping down on superhuman activity, but that factor isn't public knowledge, as I read the series. From some of the backups in Front Line, I get the sense some of the writers, at least, think the whole series is a protest against war in general. She'll hang up her "cape" (not that she wears one) rather than cooperate in this travesty of justice. Black Mask's identity is known to no one. He'll join the renegades. He'll be damned if he'll go along with this kind of thing. Cassandra has several superheroic identities, the better to keep people confused and off-balance, and besides--it's fun to play such games. Yeah its a bit heavy handed, but it doesn't offend me. That said. . . *Great Beyond - Since she's got itchy feet and likes to travel, she would use this opportunity to see the world until things settled down. Travel broadens the mind and all. * Natasha - She would probably be pro-reg, but only because she's already got a public ID and is very well known around her home city. And since Extremely Weird Things will continue to fall out of the sky into her lap regardless if she's reged or not, she might as well get on the law's good graces, Until. . . . . Once the Pro Reg side started getting heavy handed, she'd have to rethink her position REAL hard. If she caught wind of that Negative Zone prison, it might be time to switch sides - but first, she'd do some damage along the way. If possible, work into a position of trust in and around the prison (and being the super genius she is, that may not be all that hard). When she's got a moment of opportunity: JAILBREAK! While she's probably not quite as smart as Reed, she's far more worldly and devious. He - from what I've read - is pretty incapable of thinking outside the box, so someone who thinks outside, around, over and under the box should be able to get everyone out (or at least open the doors to the jail and let the prisoners help themselves from there).
