There's also the 4th ed Horror Hero book that had some cool ideas and a Horror Enemies book ... both are OOP unfortunately, but there are some resellers that may have them

steriaca
Re: Horror Setting? Don't forget your Fanticy Hero book of monsters (many of them can be used as is, or even modified to make something odd for your campain). Which reminds me...do you think it is upseting that devlers willfuly go into a "monster's home" (i.e: cave system) to kill them and to loot there homes, while it is considered a horror when thay do the same to a human/elf/hafeling/whatever setelment? Steve's working on the Hero System Bestiary for 6E, which will have a lot of good stuff in it. However, for the full horror effect, try and find the Asian Bestiaries Volumes I & II. They are loaded with bizarre and horrific monsters, including vampires, ghosts, evil spirits, ghouls, and so on.
Dino
Re: Horror Setting? DEMON has some excellent horror themed plot elements focusing on the Champions Universe. The Kings of Edom are the CU's answer to Cuthulu mythos Also, the Ultimate Mystic has a lot of good stuff on occult conspiracies.
Doctor Agenda
Re: Horror Setting? Ken Hite's Adventures Into Darkness is available in Hero 5th as a PDF from Atomic Overmind. He provides a Golden Age Champs setting based on the Nedor comic book heroes, with a Lovecraft twist. Includes Dagon, Ghouls, Frog Men (Deep Ones), Outer Ones (Mi Go), Tcho Tchos, Lucifuge (Nyarlathotep), and the hyper-rune casting witch Hezekiah.
