Shanna Parker Armbruster, Liberal U.S. Representative and wife of Inventor/Millionaire Matt Armbruster. Clayton Mansfield, U.S. Representative and the former superhero Blackbird. David Sutherland, U.S. Senator and the publicly known "superhero" Invictus. General Jonathon Hawkes, Director of PRIMUS and war hero. Robert Washington Kaufman, The Golden Avenger of PRIMUS, and President of the United States in an alternate reality. I miss Puppetman. There should be a nice number of members, mostly to compensate for members being imprisoned at various times. The only core members should be Requime and Frost, but there should be a core of 'main members', and a core of 'backup members'. But thinking this out, how many is to many? SteelCold Posted February 21, 2017 Report Share Posted February 21, 2017 I kind of like the idea of a core of true believers who are in charge of the big picture, and a larger body of associated lesser powered villains who do the street work for funding, etc. That way the heroes can defeat Deathstroke but never quite take out the organization until the big final push. Sure, but that assumes real world economics and logic. In terms of comic book fun and a Champions campaign, having a two- or three- tiered organization which has the core of powerful ones in charge, a rank of soldiers beyond that, and then a rank of agents they run gives tons of opportunities for a real adventure structures. I could imagine VIPER being so targeted and beaten down that a gap forms in the Champions universe... a gap that Deathstroke, revitalized, takes over. So Requiem could be Sonix or something. 2. While Deathstroke is publicly committing crimes to draw out law enforcement and heroes, at the same time a smaller lesser powered or even non powered thugs are robbing another place across town to get stuff the group really needs. (Worked for the Crimson Wraith in Masterminds and Madmen.) 3. Requiem and Frost could chuck the whole team thing and find ways to clone themselves an army. Some of the potential factions: Deathstroke VIPER remnants ARGENT Other supervillain(s) Conventional gangs with mercenary supervillains Conventional gangs providing information to heroes Cities could burn.
