Strength is a constant power only for lifting and squeezing/holding
Telekinsis is also is the same way
punching with either would be an instant effect
how you define your damage shield grabbing and holding is going to be the trick
but since to get damage shield needs to be a constant power your going to have to find a way to have who ever touches you to stick to you so you couls have grabbed them without having to use an attack action
solution
add a transparent entangle to simulate quick hands grabbing the person who touched you
the second damage shield then does damage to them
you could put a limit of only 2 targets may be held at 1 time
so others could strike you but unless you wanted to release 1 already held to hold another

the big one would be cannot use said power to blast your way out of an entangle or t-port out of one
wing won't work
it would be where like an OAF you cannot use it if grabbed or entangles, but it cannot be taken from you

Here is a fun game for everyone to play. Lets assume that two supers get together and produce a child. The parents can come from any reality, so long as both are recognizable (no home-brewed characters). Think of all characters as belonging to one mega-universe for the purposes of this thread. Following the laws of genetics the child will possess aspects of both parrents, so the abilities of the child will be in either or both parents. There cannot be anything like Spidy and Electra creating a speedster. In that case, the child could possess spider-like powers, since Spidy is the only parent that possesses powers in this union. for me it would seem that human 2m tall 100 kg is the default
so you would need to buy powers,talents to move away from that default
there may be some semi organic componets (ala the gel packs in ST:V)that might be affected by diseases

and not have to worry about how to play each body part
I would still have him have stun and can be dazed(part of his humanity)but he cannot bleed out

well unless you buy an attack power with trail on it you would be very areodynamic and your going over Mach 1 might scare cats, blow hats off,ruin rose gardens and knock over trash cans
also unless you have a limited amount of endurance(match your end use per turn with post 12 recovery)you can escape earths gravity by going 1"per phase (so long as you can breathe and your flight does not require an outside oxidizer
modern rockets are limited by fuel so they need to reach escape velocity

you don't send boomers into harms way
the converted Ohio class had 24x Trident 2 D-5 SLBM
when they went to being infiltration boats they took off all the Trident D-5s
and replaced 2 of the launch tubes with a lock out system for delivering commandos and their equipment for platoon strength
the other 22 tubes got shortened and each now holds 7 cruise missiles
the longest ranged cruise missles have a 2500 km range with a 200kt warhead or 250 mile range with a 1000lb HE or bomblet dispenser
the Trident D5 has a range of 4000 miles
why go down to 1/4 your throw weight if you have no plans on reducing your force below 64 missiles with 4 subs
for those cruise missiles to be of use
the sub will need to be in or near the white sea or in the Black sea to hit deep inside Russia(no other real targets unless you go after India or China
if these subs launch there is a good chance their location will be given away
do you risk giving an unlaunched D-5's location away in a conflict that had peopel shooting?

Re: N-Ray with Senses having the opposite effect?
I would go with
N-ray vision(mental as the sense group)
then have those with mental defense as not being visible to you(maybe add force fields and walls)
from what I have seen in the rules is you need n-ray to see through objects
you will need to add targeting if it based on any sense other than sight if you don't want to have a non targeting sense roll
you will also need discriminatory and analyze to tell people apart

actually it is by turning the outer 1 or 2 molecules on the surface to a very hard steel then folding the metal and repeating the process many times
giving a layered effect
there is also slow cooling so the metal forms a a single crystal structure they by not having any boundries where flaws can occur
Yes, as a rule of thumb, the "harder" a material is, the more "brittle" the material is.Japanese samurai swords tried to avoid this by lamination. The sword is composed of alternating layers of hard material and un-brittle material.

kinda silly your mix attack with a boomer
especially if you are going to use it to place infiltration units ashore or near enemy units
besides you can place synthetic passive sonar on the hull to give you a better view with out having a tail to worry about
only 4 trident D5 is only 1/4 of the Vanguard class and to have the same throw wt of tridents you are going to need 16 of them to replace the 4 that are already in service that is up to 32 crews needed
and who is going to order a boomer to hunt other subs
I can see a combo of a ssbn and a ssgn but both of these types of boats are ment to reach out an touch somebody never to get into knife fighting range
an Ohio SSBN has 24 tubes(22x7 tomahawks plus lockout for seals on the ssgn conversions)
so going with a split load of SLBMx8 tubes and 8tubes each with 7 tomahawks would give a better balance but would still be a boat that does not get close to the enemy
this sound like a politico trying to combine systems and make a jack of all trades and master of none

lock picking is quiet compared to just kicking in the door or blasting it
it will leave marks that will tell if the lock has been pick as opposed to using the key
since a glass cutter is being used somebody will know they have had somebody break in(damage is caused)
so the big deal we are going over is how stealthy you are going to be
both Sean and my creations can get you in past the window

and create an exit if one is needed because you failed on the security systems roll
bypassing alarms and traps is something different

back in 1994 there was a chart in Adventure's Club that gave times on how long it took to use various skills(this chart is something IMHO missing from FREd and the Ultimate Skill glad I cut mine out and laminated and put it in with my quick reference stuff)
the time it gave for lock picking was 1 min as a base(harder lock more time or more minuses to your roll
so if you pay for a 1 pip glass cutter for 2 points and now you are in,in 2 phases or my monster 3 phases for a bank vault for 15 pts
when time is a factor you get what you pay for
Your question was "who needs lock-picking?" Now' date=' lock-picking is most often used for opening doors and locks [i']without[/i] causing damage. If you were only referring to the suggested use of Lock-picking to represent cutting glass, then my response was inappropriate. However, your mention of breaking into safes and such followed by “who needs lock-picking?” seems to suggest that this build could/would replace the lock-picking skill all together. -

what I was pointing out that I feel that buying penetrating on 1 pip of body from a KA was under priced you should have to have at least the means to score 1 body with any other penetrating attack
by adding a few more limitations so that it is not usable in combat it is still something that gets the job done
be it a window pane or a bank vault door both are bypassed silently and if you are breaking in odds are what you plan for the other side is going to cost more that even a vault door

your right my bad
but that makes a 1 pip penatration attack really deadly if you add autofire to it and back it up with extra levels
it becomes really cheap too
you could also go with an RKA and just have it at no range
just to show how deadly a 1 pip attack can be for 18 real points and a total of 29 active
this attack will go through 1 level of hardened and if the character would normally hit on an 11 or less on an 11 or less they would get 5 body and 5 stun through
or make a man sized hole in a 16 def x1 hardened 9 body vault door in 2 phases silently

There are obviously various different ways to do it, but the request was for a glass cutter build as opposed to suggestions as to how to get through glass unheard.The trouble with a 'lockpicking kit - and I'm making an assumption here - is that it works as a skill bonus to some sort of skill roll. Cutting glass is not really lockpicking nor security systems, although it could be PS Burglar (or PS Window fitter). Thing is ANYONE can use one of these. You might need a couple of goes, but built as a straight skill bonus it doesn't really simulate what it is doing in a general sense. For a character already with the right skills it works fine, but someone without specialist skill could pick this up and use it too.
You might want to check page 266 of 5ER on the effect of penetrating on a 1 point killing attack: it does 1 point of penetrating damage, if I'm reading it right.

with no str bonus penetrating is useless as 1 pip killing yields 0 body for the penetration advantage

Now I've stopped twitching...I'd suggest this, which incorporates silent cutting (effects included, so no glass smashing noises). I've left out RSR as it is not that difficult once you know what you are doing, but feel free to tinker if you like it. In this case, I feel like I am cheating with 'No KB' as that is an advantage, really and, in any event, you are never going to roll any KB. dodging out of the path may not be possible depending on how fast the projectile is compared to it's flight time
while you can fire various thrusters in random patterns to make it harder to predict where the target will be but there are ways to counter this
1)have multiple weapons to salvo fire at an area the target is predicted to be in(each weapon fires an a slightly different course in hopes at least 1 will hit)
2)self guiding weapons that can make mid course,course corrections
a)Torpedoes in water need power to overcome friction, in space that is not needed in space(these weapons may need segment to turns to hit their targets)
3)Shotgun munitions (at some point during the flight time the weapon deploys sub munitions so it covers a larger area
