Yeah, Multiverse felt over used. I started thinking Megaverse or Omniverse. Then I thought, it is multiple verses.

Yes, it will start out high powered. I am not sure if it will move from there. Maybe the PCs become 'landed' nobility themselves. With infinite universes, I hope to keep it fresh enough without having to dole out 'levels' to keep them interested.

I have often thought Hero should switch to percentages. Not that I have that much difficulty with fractions, but it would be easier to offer a finer granularity.

On a somewhat related tangent, I find some of the current 3.5 vs. 4e edition wars amusing. How long has Hero been accused of being too hard? Now, the rallying point for 3.5 is that it is not dumbed down and allows more options.

They may serve the Queen of Compassion, but their powers may not be compassion related.
That is an interesting idea, though.

With a VPP you could have the player sketch out half a dozen constructs so the GM just has to pick one or you could select randomly.
As much of a fan of VPP as I am, I find 90% of the time the same half dozen powers are used. You may want to rethink and go with a Multipower and Variable Special Effects. Generally you are going to want something bad to happen to someone else or some kind of defense against something bad happening to you. Energy Blast, Entangle, Force Field…you can accomplish quite a lot with just those three. Toss in some Luck for truly unusual stuff.

RPG.net is blocked here are work, so I can not investigate further. That does sound cool. I think more people would be willing to give Hero a try if they could see how to do things in other games. I know some people flip through and go "No Magic? This game sucks! Where is Mystic Missile?"

You could build an item with Transform to remove the Limitation. As a GM I would also allow buying a sort of inverse Naked Power Advantage, although that would not be RAW.

I am still forming the concept of this campaign in my head, but this is what I have so far. Constructive criticism welcomed.
Dimension Lords
Every dimension exists as a point in space of the Polyverse. Time within each dimension exists as a line in space. There are a finite number of these points, although, they are so numerous as to be nearly impossible to count. Every new thought an individual has in one of these dimensions, creates a new dimension where that thought becomes a reality. No one knows if there is limited space within the Polyverse so that new thoughts would stop creating new dimensions nor what would happen if this occurred.
The laws of physics are not universal and may change from dimension to dimension. However, there are laws that are universal. These are known as the Noble Truths. These are concepts such as Compassion, Justice, Honor. Each of these is ruled over by a king or queen who attempts to expand their realm's influence throughout the Polyverse. For each Noble Truth, there is its opposite, also ruled over by a king or queen. These rulers battle one another through their subjects throughout the Polyverse.
The PCs serve the Duke of Generosity who serves the Queen of Compassion. Their arch-enemy is the Arch-Duke of Indifference.

Uh oh
Please tell me this is not the same guy I almost ran a game for. He put all of his powers in an Independent OAF. When I told him the only way that Independent would be a limitation is that if I eventually take it away from him. He refused to game with me citing I was on some kind of power trip.
1. Being a GM requires a bit of a power trip by definition.
2. I wonder how long he had been, or may still be, pulling this Independent OAF scam.
EDIT: Oh, and I think he tacked on Only In Hero ID to all of his powers as well.
