It seems unrealistic, even my comic book terms, to grow like that. Lets say you do the classical cartoon version where you inhale air to expand. You will still be taking in a significant amount of weight to cause the expansion. Now if we assume you can do this without taking on air to 'fill in' the rest, then you are creating a void on the inside. By creating the void you are creating a micro version of outer space. So this leads to interesting attacks. "I'll Swallow you whole!" once inside they are experiencing 0 atmospheric preasure and cause damage. Anyway that was mostly just me rambling. Re: Power Level of a the Mafia I think the point trying to be made on all sides is that: Less Powerful = Annoyance As powerful = True Threat More Powerful = Deadly NCI modifies this all by saying if they can be a threat outside of combat as well. Frequency = Well everyone seems to understand this one. Now from looking at the character I posted, I realized I left the Mob at AsPow. This was a clerical accident, as the character was written up prior to me posting this question (just not completed). That has been corrected and the threat is MoPowerful as the threat level warrants it. Writing up the background for Viktor convinced me of this. Now when it comes to the abstract terms of what warrants what. I take my key from the list mentioned above, but modify it a little to taste. I do not think that the application of NCI onto an annoyance should somehow bring him up to threat. Just that his avenue of approach is harder to counter, ie. I can't just punch a bad news story till it dies. An annoyance should never graduate up to True Threat. The News reels should hurt the character's image or even make it harder for him to complete his job, but not stop it. Just as a Non-NCI Less Powerful couldn't stop him, only delay. Likewise with an As Powerful or True Threat. They have an equal chance of stopping the character from doing his job, and indeed if it wasn't for good team work they might prevent him on a regular basis. Now if an As powerful hunted also has NCI, this means that he isn't limited to combat alone in accomplishing his goals. He can bribe or blackmail local officials to make the supers life hard. And again it doesn't matter if there is a NCI on an As Powerful threat, they likeliness of them stopping the super should never be on the regular basis. That is reserved for the More Powerful or Deadly Threat. My only real complaint about the system as it is (in regards to this issue at least) is that there is no distinction between Combat and Non-Combat threats only. Mean we have a good way of assessing threats with the power ratio and NCI but no way to point out that some threats are purely combat oriented. I in someways would prefer that the disadvantage not have NCI as an adder but have Combat threat only, CTO, as a subtracter. Maybe I will mention this in the 6 Ed forum. I see this Mob organization that Viktor belonging to as having the capabilities of causing severe harm to the hero in combat to the point that he can probably stop him on a regular basis. Also I think they have the NCI to be able to do the same outside combat. I updated his file and have attached it. I corrected the mistake of un-hardened defenses and the clerical mistake of Viktor and a couple others.

  6. Re: Power Level of a the Mafia So I decided to go with MoPow as that makes most sense to me, and will provide for better game situations IMO. Attached is a simi-final write up in HD3 and Background in Word. One of reasons I like the character so much is that you don't get to see to many good religious heroes. The idea of a divinely inspired hero (maybe is and may be isn't) is nice to me, even though I am not particularly religious myself. Enjoy, La Rose
  7. Re: Power Level of a the Mafia When it comes to a single cities police department I wouldn't make it MoPow. I say this because on average the NYCPD isn't going to be able to bring any real force to bare on him. Sure they are an annoyance and he would rather not have them hunting him, but the only reason they are is because he chooses not to attack them. So unless the city in question has a Supers Suppression Squad in it, and they are going to be after this paticular hero, I most likely would never make them MoPow. And then depending on the power of the Hero I may or may not make them As Pow. La Rose.
  8. Re: Captain America and Cast He was set to 30 in each? Wow I guess it has been quite some time since I last looked at his profile. I for some reason thought he was set to 20s. I must of got the NCM confused with Normal Human maximum. I also seemed to mix up Resistance as well. I remember the other options for it, like, Blase or Unfriendly and thought the default of the talent was 1pt for +1 ego to resist X and you have to define X. Thanks for the correction GA.   9. Re: Captain America and Cast I don't know if the characteristics are right. I have never thought of him being much beyond 20 on any physical stat. Like Teleos in this regard to being the perfect human specimen but not above (at least not by much). Also what is the resistance to? Torture I assume, but it isn't specified.   10. Re: What's in the moon? No not just a vacuum but a black whole. Long ago an ancient race had mastered how to control the energy provided by black-holes. On both the Micro and macro scale. So when they established new colony worlds, like prehuman earth they would build a giant generator next door that would be capable of powering all the planets needs until this side of eternity. But sadly the empire fell. Plagues, uprisings, wars all nipping away until they finally collapsed. The peoples of Sol System 3 were ordered to evacuate and return home. And in the urgency of the return they had no way of stopping the generator and bringing it back with them. So they decided to set it up to auto destruct. Taking with it the colony so that no technology of theirs could be used against them in the war. With this belief in mind they set it to blow and left. But shorty after they leave a massive asteroid slammed into it. It can normally take on direct hits but the size of this one was to great. The countdown was terminated. Consequently the asteroid that hit the moon knocked out most of it self maintenance systems as well. What was left of the asteroid then collided with the Earth causing one of the great extinctions. Now millions of years later the systems have fallen into such disrepair that it can no longer control its own security protocols. The containment field is failing. Gravitons are escaping and causing immense havoc on Earth; average tidal waves become Tsunami's, compasses freak out as the black hole's magnetic field starts to show itself. The world is in chaos as no one can figure out what is going on. Everyone in the higher ups is preparing for a massive invasion thinking it must be a prelude. But [insert name here], the team Science wiz realizes what everyone else overlooked. The disturbances are coming from the moon. Upon further investigation they realize only in the nick of time (hopefully) that the moon is going to collapse and take Earth with it. Can they stop the collapse in time? Will they be able to navigate the long lost high tech devices of eons past? If they can will this end the worlds energy requirements or will it just lead to a constant war over control of the moon? Maybe the Heroes neglect to tell the world of the moons potential because they know humanity is not ready for the power? PLOT, La Rose
  11. So one of the characters I am building has "Hunted by Viktor Mogilevich (Russian Mafia)." A fictitious leader of the Russian Mafia. They are after the character for revenge (personal honor and all). My question now is, how powerful would you consider such orginizations? The hero is about 500pts and I have the Hunted as being as powerful. Does this seem appropriate to anyone else? I normally would put it as more powerfull but 500 pts is quite a bit to go up against. Thoughts? La Rose

Culture as the collective set of ideals and norms of the community you are raised in have an immense affect on an individual's development. Including their moral belief structure. This idea of individualism, where the beliefs of a single person are somehow mostly their own and not the product of upbringing in a specific culture is very much a Western (American mostly) concept. And indeed this idea is the result of the culture of the west (again mostly America) as it stresses a liberal (classical sense) existance. And yes, the less capable you are of defining 'your culture' the more likely it is to have a strong hold on you. To relate it to another example. If someone is surrounded by a paticular smell for a long period of time they become use to it and accept it as background. They may no longer notice it or if they do it is only of the faintest hints of what it was upon first introduction. It becomes hard for them to describe the smell other than, "it is a smell." They have to remember back to its original introduction for a good refrance point in describing it. Culture is the same way. You grow up in it and adapt quickly to it. But since you don't have a way to judge it to another base line (unless you immerge into another culture) you are left thinking that it is background. And as such, non influencial.
  16. Re: This Power Armor suit [shas'o R'myrs] Although I tend to agree that a vehicle based suit of armor when placed into a standard Champions game is unbalancing. I also think that when it comes to meshing game mechanics with special effects, that that avenue of approach is about the most smooth way to deal with it. It gives you easy mechanics for determining how to, in system, deal with malfunctions. Or destruction of individual components, etc. IMO, it would be the most fitting way to mimic Iron Man's suit. Edit Also I think it is conceptually easier to view things like Comps or AIs existing in a vehicle over an amalgamation of various MP, VP, EC, Linked, and single powers. Again that is a matter of conceptualization then absolute necessity but I think it is an important one. End Edit What this is all getting to is that, with an experienced GM and a long hard look at builds it would be a feasible idea to have a vehicle build in place of various OIFs. A generally easy way to get the point values more in line is to build both versions of the suit (OIF and Vehicle) then determine the real cost of each. So if I build Iron Man and he cost 80 real points and I build V. Iron Man and he cost (prior to the point scaling) 240 points (which would normally scale to 48 at 1:5), I now know that my scaling should actually be more in line of 1:3. And use that as a base line for determining cost. The biggest problem in this is making sure that the two suits are truly equal in game mechanic terms. And every once and a while go back and recheck the calculations after gaining a significant amount of EXP. Unless major changes have occurred the ratio should be still be in line. If not then bring it into line. La Rose

  20. Okay, I have finally finished the write up for my newest character Elle Carters, The Archaeologist. She is the Daughter of the Famous Dr. James Carters: Archaeologist, Historian, adventurer extraordinaire. She may have not had a normal life as a kid, but nothing prepared her for the curse of the Mask. Will she conquer it or will it conquer her? Tune in for the exciting details! La Rose So Tell me what I missed. Character is designed to be about a 200 pt Teen Champion style hero. She is to Teen champions what Daniel Jackson was to SG1 though (at least in early seasons). Although she can go toe to toe with the bullies of the school, she dare not risk it! On the skills there are some accounting issues related directly to rules I use about everyman skills. So some points may not match up. But other than that, can you think of any tweaks? Attached is the HD3 file and a Character sheet and .doc of back story and such. Thanks, La Rose
  21. Re: Character Background When it comes to character generation I usually start with a special effect / power. The character I am currently tweaking came to be because of watching "The Mask" with Jim Carrey. I took it to a different angle but all the same I started with a power. Then in the processes of thinking about the power, I work up a character that makes that power interesting. IE, what goes with an ancient mystic mask that holds various incarnations? An Archaeologist, Perfect! Next is tweak the concept to fit the specific game, be it City of Heroes, Teen Champs, or Galactic Saviors. Then develop the character write up and background at the same time. I like this skill, why does she have it? She did X, so she would have Y skill, and so forth. I rarely think of a concept prior to placing a power to go with it. IE I don't think, "Ah, Archaeologist, therefore Multiform mask OIF!" La Rose
  22. Re: Let me OUT! I think given Sean's response, I am more inclined to lean to the AC over power limitation. So in Legion's example, was one of the AC occurrences based on when another would exert will all their own to take control? I seems like every form would take a AC with very common, as Elle will always try to retake her body. It may be that she allows them control to resolve a situation but she would never allow it to last longer than that immediate instance. And then the CtC as being the comparative will power of the current form to Elle. With some being more aggressive and having an 8- and others weaker or more willing with a 14-. Okay I like this.   23. Re: Let me OUT! So I am a little confused by this option. Do you mean that the alternate form would have an "accidental change" that turns it back to the original? I'm not sure how that would quite work. What I ended up writing it as was: Does that limitation seem right to anyone else? Should it be less, more? Different? Thanks La Rose
