I do think it would be more reasonable to create one character for each of the USA's 50 largest cities. The Metropolitan Statistical Areas are more useful than city limits for this purpose. Re: Bold crooks... Thank you! Now I have the key to the next arc of the story! We have been "spinning our wheels" with minor affairs that do not last beyond one session. I see now what to do. The players' characters will have to do something like this so as to remove a major weapon-component from the evil bad guy. This shall be fun to set up!

Might be not paid for, might be after paid for; GM decides. Other supplies the same. Imagine never running out of TP! Heating/cooling straight from elemental planes, or wherever. Always a good temperature; private rooms always what the person wants.

Re: PRE Attacks for scary creatures I think you've got it. Just declare that undead freak everyone out, and then decide if it happens because in YOUR world they have higher PRE than the book, or if it's PRE, Only To Attack, or if it's just your house rules. Whatever works...

Re: Why hasn't magic changed the world? Same reason technology took so long to change the world: too few people. You need buttloads of people bouncing ideas off each other to make something that's powerful enuf to change the world.

Re: Deities in Detail -- Brainstorming Heaven I would highly recommend inventing a separate diety for war. It has far too great an impact on human behavior to "slough off" on some other-wise occupied diety.
