And how would you justify the alteration of the obvious hero bases, say like Avenger's Mansion, Four Freedoms Plaza/Baxter Building, etc., within the time frame of a couple of weeks?

We just use Dark Knight "Squish Guard". It's on the utility belt, right next to the Dark Knight Shark Repellent.

Depends on the time frame of the build.
From what I remember, Colossus reverts to normal when he is knocked out.

I had a character running around in my game. Picked up a shotgun off of a downed thug. Used the last 5 remaining rounds and missed with every shot.
When he threw the shotgun, well, that was entirely different matter...
