  1. Re: Covering a Hex with a Beam Attack This does sound more like something with the autofire rules -- 'Suppressive Fire'. However, considering you're having someone use a non-autofire weapon ... dunno. I might allow a single-hex 'cover' at 1/2 OCV or something, just because. Failing that, have the archers hold their actions in order to shoot anyone who goes past that certain point.
  2. Re: Variable Power Pools Killer Shrike has plenty of great points. The essential one, though, is that of the definition of the F/X of the VPP as being 'Magic'. Again, compared to anything -- technology, cosmic power, etc. etc. This is only slightly limiting, therefore -1/4. Compare to a VPP Mimic Pool, where the F/X is limited to 'only powers the target has', etc. etc.

Well, I'm not recalling what MMA stands for, but if it's those 'best martial artist octagon cage match' guys, well, those are some tough cookies. I mean, that's what they train for. These aren't goons; these are 'chief lieutenant' sorts, which can give any single PC a darn hard one-on-one fight. Drop them into a different scenario -- a gun fight, say -- they'll suck. But if you're looking for fisticuffs, well, that's what they do. Represent them as such.

If the character is wanting to have the AD&D paladin's 'cannot have more treasure than needs to live' required tithing, I personally think that an inversion of Dependency is the way to go. Normally, they might be Poor, but not destitute, but they can 'keep' a certain amount of their treasure (10%, going by the AD&D framework) and use that to improve their equipment. Putting it as a Social Limitation (Must Tithe Most of Treasure Gained) makes the obligation a social one and less an obligation between the paladin and his or her deity. Using the Dependency rules can directly reflect the disapproval of the deity. Dependency gauges the 'substance' by how easy it is to come by, as defined by the campaign; in a political campaign, large treasures may be very few and far between, while in a dungeon campaign it's money money money by the pound. Dependency also indicates what, exactly, the penalty is: active points sucked away from powers, an activation applied, damage, weakness, incompetency, or whatever. As well, Dependency can say how soon (and/or how regularly) the character is affected by the trigger condition. So: Spiritual Obligation: Must Donate Money Excess to Character's Basic Needs; Powers Gain Activation Roll Starting At 11-, -1 per Day (Common, 1 Day After Entering Sizeable Town w/ Temple) Or you could take 30 Active Points from their mystic/holy Powers. Whichever route, if it gets down to 8- or 0 Actives or whatever, it becomes 'Permanent' unless the character goes on a quest to atone for the transgression, has the atonement spell cast on them, whatever. Basically, the character becomes a fighter instead of a paladin. Blend to taste.

  10. Re: Side Effect: Distraction Honestly, this depends on what the caster wants to do. Does anyone remember the wonderful example of the power disadvantage 'Always On'? If you've got a force field up, you can't eat, you can't handle stuff, etc. -- most things can't go through the field. If you're attacking, yeah, sure, but otherwise it isn't a selective thing -- though I suppose you could add that advantage, huh? (What, +1/2?) The point is that if the mage has his force field up, all he can really do is defend, run around, and attack. If he wants to do something precise, have him either have nasty penalties (-3 is a good start) or else just disallow it. Give him DEX rolls for doing stuff like picking up the head-sized rock. He shouldn't have his regular dexterity, his regular grip, anything like that while he's got the FF up.

Do you want to be the superhero who goes into the mayor's office and apologizes for your role in allowing The City Alligator to force every single pipe in the City to back up? Raw sewage literally everywhere -- and if you hadn't blown those critical PS: Plumber rolls and contact checks, your character Mario the Wrench could have prevented it.

At least the way I set it up, he won't get anything more than 5-8% anyhow -- real fence-sitters -- with that Ego+10 target. 'Well, I was thinking Obama on the way there, but when I walked in I thought about Sen. Joe Johnson's latest ad, and thought y'know, he's really got a good point, so Clinton it was ...' Sometimes it's enough to make a change; sometimes it isn't. I imagine he'll pick his battles wisely.

This is why I (generally) prefer VPPs for characters who have a lot of power and/or can do a lot with the power they have. (See M-Proof and Captain Quasar for examples. )

He's not involved in a computer hack; he's using scads and scads of Influence Mongering and Sterling Reputation to achieve a stated goal among living people: changing their minds. This can be done in the two ways already previously stated: either Mind Control; or Oratory, Persuasion, Reputation, and Contacts. Considering that he wouldn't be able to change the minds of people deeply seated against the topic -- he's just getting that critical 5-10% swing vote -- you can still go either way on this. However, while IMO he should HAVE pretty strong Oratory, Persuasion, Reputation, and Contacts, I don't think they're the best way to go about this. Mind Control is a good blanket way to go about it, I think. Political Maneuvering: Mind Control 15d6 (standard effect: 45 points) (Human class of minds), Reduced Endurance (1/2 END; +1/4), Invisible Power Effects (Fully Invisible; +1/2), MegaScale Radius (1" = 100 km; +3/4), Area Of Effect (38" Radius; +1 1/4) (281 Active Points); Extra Time (1 Day, -4), Mandatory Effect EGO +30 or Greater (Must Always Achieve Ego + 10 (wouldn't mind doing) plus Remember Actions and Think Them Natural; -1), OIF (Newspapers, Radio, Phones, Etc.; -1/2), Set Effect (Vote My Way; -1/2), Requires A Skill Roll (Variable RSR; Oratory or Persuasion, Depending on Methods; -1/4), Does Not Provide Mental Awareness (-1/4): 13 END, 37 Points. Compared to the amount of reputation and/or contacts this is effectively worth -- I mean, with 3800km worth of 'radius' on this, you're pretty certain to 'hit' everyone in the country -- I think you're probably getting off pretty cheap. It does, however, take roughly a day to do the work -- sound out who's closest to the fence and get them to change, or get your position paper or endorsement out to the people who matter, etc. etc.
