Sure can't. The IAU has that authority by international agreement. Stern is off base here.

 

Now, I suspect that the IAU will have to revisit the system of nomenclature for exoplanets, because the existing system is an extension of a system intended to apply to multiple star systems. Some of the orbits that have been found make for problems with that system. I can imagine a scheme wherein the discoverer gets the privilege of applying a unique name (sort of as exists for asteroids now), but then again, something else could be devised, too.
