I think European Enemies had an East German and possibly other Warsaw Pact affiliate chr.s.

 

They weren't in the offical CU but the scenario "Fourth for Bridge?" in Chaosium's Trouble for HAVOC had champs stats for General Winter,Sensor,Sympath and Megawatt.

For anyone reading this thread who is looking for info about Russia in the current official

Champions Universe, these are Russian characters from 4E and earlier Champions books, which did not carry over to the new edition. Almost all the current official 5E CU heroes and villains from Russia are written up or mentioned in Champions Worldwide.

Villains: Gorbun ("the hunchback" -- semi-active in Russian underworld due to age)

 

Another hero, the shape-shifter Taiga, was believed killed in 2004, but Champions Worlwide described how he was merely discorporated, and took years to reassemble his body and recuperate. Champions Universe 6E confirms this for current official continuity.

 

EDIT: The history of the member of Red Winter called Sickle, in CV Vol. 2, also mentions his grandmother, Golden Sickle, who with her partner Iron Hammer were members of the "Soviet Super Patriots" during WW II.

Another interesting note about CU Russia: Champions Universe 6E describes the independent city of Larisagrad, in the Ural Mountains. Established by the Soviet government during the Cold War to conduct classified cutting-edge scientific research, including superhuman creation, Larisagrad's funding dried up after the collapse of the Soviet Union, so the scientists turned to selling their services to anyone who would meet their price.

 

The book outlines Larisgrad's history and current operations, and names and describes several prominent scientist-citizens, including Shturm ("onslaught"), the superhuman who leads the powered-armor corps that protects Larisagrad.

I just used SAT from the old "Super Agents" sourcebook. I liked its smaller size and narrower scope compared to the likes of UNTIL or PRIMUS -- it felt like an agency created by a rigid centralized bureaucracy. ;)

 

SAT was originally supposed to stand for "Special American Tactics," but when I used them as Soviet super-agents I always implied it stood for one of those arcanely-complicated Russian agency names, like KGB, or "Komitet gosudarstvennoy bezopasnosti."
