The Fifth Column

Operation Flag (1940)

In order to prevent the U.S. from aiding Britain, the Fifth Column decided to sabotage the "Lend Lease" Bill then before congress.   They used their influence with a former U.S. Ambassador to Britain who had pro-German opinions, a famous American  Aviator who believed the Nazis were unbeatable, and an operative who was a famous movie star and had them start an Isolationist superhero team.  Calling themselves America Force they appeared at America First rallies to gather political support, while taking on a few minor criminals just for the publicity.  The plot was uncovered by members of the United Superheroes of America who exposed them, resulting in the groups disbanding shortly before Pearl Harbor.

I'm not keen on several aliens being in charge but one would be alright. Combined with this, one of the others is heavy into magic while another, or the alien himself/herself/itself, is heavy into Tech.

The magic boss thus links in nicely with Badger's goons above

Re Snakecharmer The gorgons from the Scarred Land Creature Collections are a bit like this.

Didnt know that, I just knew it was such a creepy dream I had to use it sometime.

For a different spin, I keep thinking of some of the Clive Cussler novels I've read.

In one there was a rich guy who was building a virus that would kill of a large part of the worlds population and in the aftermath he and his organization of New Druids would rule the remainder. Another book that I read had a guy who was a descendent of the last ruler of the Ottoman Empire. So I could see someone trying to rebuild an ancient empire. Pax Nova Roma....Just my 2 cents. Remember that Star Trek episode where they had modern romans?

Don't forget to add Tom Clancy's Rainbow Six to the mix. In that one, a rich scientist/corporate CEO/environmentalist (along with his ex-wife --

who also happened to be a White House advisor -- and some of his employees) had plans to kill off a large portion of the world's population

by using a modified version of the Ebola virus; the plan was to use a cooling system at the stadium where the Summer Olympic Games in

Australia were being held to infect the spectators on the last day of the Games. The idea was for the spectators to carry the virus back home

to their various countries, thereby starting a global pandemic.

As for the Cussler novel you mentioned, was it by any chance called Black Rose?

The Organisation For Stability started out as a front group.  A Nazi genetic super-soldier "resigned"* from the Third (or Fourth, if that fits better) Reich's service and tried to live out his days in America.  He soon realized that he needed an organisation to defend himself and his family (he fathered many children, some in wedlock).  Nazi vengeance assassins, government and other groups who wanted them to fight for them (and wouldn't take "no" for an answer) confused anti-mutant groups, any of these could attack at any time.  They needed to infiltrate police, intelligence and criminal groups to detect potential attacks and gain the resources to defeat them.  So that any investigation wouldn't lead back to them they recruited thugs and supervillians for the "OFS" with the declared aim of world conquest.  Such a group could do anything and it wouldn't be traced back to the family.  An attack on an army base that sheltered Reich infiltrators would be written off as a weapons raid.  The assassination of a government official who wanted to conscript the kids into a supersoldier program would be a simple terrorist attack.

The problem is that it attracted the sort of ambitious double-dealing treacherous manipulative bastards that are attracted to such organisations. It was less than 5 years before some of their top lieutenants made their move.  The family saw it coming but the effort needed to prevent a coup got greater and greater.  They decided it wasn't worth it and simply let the underlings take over.  When the underlings found out that a) the organisation was nowhere near as big as they thought, B) it wasn't actually designed to take over anything and c) they had pissed off dozens of genetically enhanced natural born killers they knew they need to make the organisation into what it pretended to be.  The OFS had angered so many armed groups, super supervillains, superheroes, governments etc. that they needed much more power to survive.  They realized gaining such power would anger even more powerful people.  Logically they concluded only conquering the world would ultimately solve this conundrum.

* He later discovered this euphemism for desertion was originally used by Samuel Clements.

some of the ideas are a bit restraining. The idea about compartmentalising is good though.

And adapting the alien idea to one alien and others as the chiefs.

Dominating the world from behind the scenes.

One of the heads uses magic but not the alien.

But the alien itself, what does it do powerwise ? Technology or something else ?

The Black Knights are the name of the elite squads the organization employs.  These men (and women, or aliens or cyborgs or etc, etc) are handpicked for their skills, talents, and loyalty from among the ranks of regular mooks.   Often given the best in technology, weapons and training, they act as a cross of the Green Berets and the Preatorian Guard of the Old Roman Empire.   After the initial Black Knights training, they are often grouped into squads of 8, and learn how to use their various often wide-ranging abilities in tandem for the whole squads' optimum efficiency.  Their loyalty to each other is often built to such an fanatical extent, that when one falls in battle (or captured, etc) they rarely replace the absent spot in the squad until no one is left.  (if the spot is replaced it is usuallya handpicked recruit from the "academy" by the squad leader himself, but often times they adjust to compensate temporarily or permanently, and often the "recruits" have been blood relatives or other close associates of one or more members of the squad).  And they are schooled to be loyal to squad, the Black Knights, and the head of the entire organization without question.

At least 1 or 2 squads can be found at any base/nest/whatever we are going to call it,  of importance.

Note: The "commander" of the Black Knights could be a good place to put 27 at.  I figure their uniform could be some type of all black fatigues and/or armor.  With the face of course being concealed.  Though various clothes and disguises may be needed in the field.

Maybe.   Though, I wasnt necessarily thinking of far in the future tech per se. So much as state of the art "modern" "comcbook" type tech.  Though, thinking about it, he could be at least heavily involved in supplies at the very least.  Admittedly, I was thinking 27 would be perfectly qualified in picking and training, anyway.  With the organization as a whole being more involved in the technology/weapons angle.  So, that could work somewhat I guess.

Edit: Though hi-tech isnt really the central theme to the Black Knights per se.  The training and the prestige are other factors to put in.   An elite unit that is loyal to the organization, that will follow the ruler of the org without (or virtually without) question. And wouldnt necessarily worry about who is in charge (though possibly a few individual units could get involved with the coup leader).

I might have not mentioned it, but an ulterior reason for the presence of a squad or 2 being at most bases would be to ensure the loyalty of the base commanders in addition to providing what support is needed to the common mooks there.

Just a thought: A group led by a triad (playing off a previous suggestion) because it was orginally three separate organizations crippled by hero activity and forced to unite in order to survive. Although severely weakened separately, the combined organization is more powerful than any of its three component groups ever were. Of course, it is also more fractious than any of its component groups ever were, as well.

It might be interesting if they interlock, due to the different parts that were damaged by heroes. One might still be highly advanced scientifically but short of agents, another might have more agents than it needs but no longer have the resources to maintain them, while the third might be quite wealthy but otherwise having to start over nearly from scratch.

One part could be an alien conspiracy, another a decentralized cult, and the last a cabal of billionaires seeking to control the world's wealth. Or any of many other possibilities. Help yourself to anything out of my musings that you can use.

Pauline Simone Grimard is GPS.   The granddaughter of an officer in the French Foreign Legion.   Her ability is in locating objects.  She can pinpoint any object she is looking for (at least within a few hundred miles or so) with the use of her goggles.  Well, no one else seems to be able to use them so, as they seem ordinary to others.  So it seems to be they are a focus for her own abilities, or a variation of Cpt. Sparrow's compass from POTC that only works for her.  Whatever the reason, she has proved very valuable in procurring mystical artifacts and large treasures for the organization.

Apart, from this one power she is fairly ordinary.  A good shot, a modest amount of martial arts training, but otherwise she tends to only be effective fighting normals.  She also cares little for the group's cause.  Money is her cause.  She cares none for what the treasures she brings are to be used for, merely that she gets her cut.  But, her obvious value is a great asset.  And the organization usually pays her well, even paying her to be "on call" so she will not takes jobs from other employer.  Even making her "unofficially" an officer in their ranks.  In addition, to keep her from capture or harm on missions a squad of Black Knights will often accompany her as her personal bodyguards (if not a super or 2 as an extra bodyguard) in addition to the campaign's units at large.  Making any fighting abilities she does have, rarely needed, in any case.

Of course, even without any special combat abilities, she cant be considered completely helpless.  In appearance she is a 5'5 lady in her mid to late 20s.  With dark hair and green eyes, and shall we say most certainly not poorly proportioned.  And not afraid to use any "evil seductress" techniques when necessary.

Edit:  Obviously she could prove an advantage in one of the scenarios often seen in the old GI Joe cartoon's 5 parters where the good guys and bad guys race to get to the "X marks the spot".

GPS is an interesting idea and an agent that would be shared by the organisation.

As for the Magic chief, my idea is this. It is based on Robert Jordon's Wheel of Time series and the Forsaken i.e. those who worked for the Big Bad.

The magic user as yet unnamed worked as one of the servants of the Big Bad. He was not one of the first line of disciples, nor was he one of the least, but joined of his own free will as one of a batch of second wave converts to the cause. Now he finds himself in an unfamiliar world where his master not only does not exist but never has. He met the alien who managed to convince him to stay and build up power here and now. He does not usually wear cult regalia although at times he will if propagating a cult or cult ideas. He can happily wear a suit. However this appearance is deceptive as he is quite powerful and radiates magic to those that can sense such a thing. Technology does not bother him nor affect his power but he can do a Dresden to tech if needed.

He works behind the scenes as this has always worked before and being say the President of the USA is just asking to put a target on yourself. There is also this:- Although he is seperated from his old master what happens if they suddenly turn up or reveal everything was just an illusion or dream ? So he has a degree of caution.

While looking up Claude Francois on Youtube I was struck by another idea for here.

In the Create Villain thread and one of Hermit's threads we have had Circe and her Stallions, Henry Cranham and his (misnamed) 'Harem' and Adonis and his followers.

What about a set of agents who are all female and used to work for a guy they idolised ?

When the heroes or police took them down the women were frozen a la In Like Flint or Kiss the Girls and Make Them Die. Their boss is arrested and goes to prison where he is systematically beaten by guards and some of the inmates before he dies alone and destitute. Only now the women are back. And when they discover that the centre of their universe has dies and in such a fashion, well you know 'Hell hath no fury lie a woman scorned' ? It is even worse when there are more women involved.

It would be too easy to go the old route of the chief villain betraying his charges, getting younger models etc. In this case deprived of his helpers he was destroyed and forgotten. But now the help is back and bent on revenge.

International News Network

A collection of agents disguised as reporters who create scandals and disasters to cover for their network.  The head of the network is using it to gain political power and influence by destroying anyone who he disagrees with, and intends on running for President.

how about this some of the villians are former super-HEROES that the  villians successfully turned ?

Or super villains who are disguised as Superheroes.

Combined with a villainous organization that pretends to do good.

It's the Thunderbolts meets Nikita.

I couldnt think of a code name for this character (maybe someone else can)

Arthur Johnson, Jr.  the son of an influential and distinguished local lawyer in a small town.   Even early in life, something seemed off with him. He seemed to enjoy suffering in others.   In his teens, he turned to crimes, though his father's influence kept him out of too much trouble.  Then in his early 20s, he formed a small gang and started robbing banks.  In their 2nd robbery, he shot the security guard, and enjoyed it.  Thereafter, when he robbed the banks, he took great pleasure in forcing the hostages to draw lots.  It was so much fun to see the fear in the loser before he killed them.  But, soon things went afoul and the feds captured them.  He got the death penalty.

This wasnt the last of him. When the organization sought to break out a member from the same prison.  Johnson talked them into taking him with them.  They saw some potential in him and sought to train him as an assassin.

Trained in many methods of killing, and in the art of disguise.  He could just take out his targets via sniper rifle, but he prefers to get up close, he still has the bloodlust after all.
