Actually I seem to take Overconfidence or it's opposite on almost every character. I just find it easy to roleplay and I find it useful(overconfidence that is) for getting the game moving again when it bogs down.

This would be one of those cases where common sense takes over from the straigh reading of the rules. I would figure something out using the move through rules for a starting point or just call it a plot device, pick a large number of DCs and move on.
Stretching is indirect by default so you don't have to buy that but I would buy Not through intervening space instead and yes you can use your Martial Manuevers with it.
You do realise that this will "explode" out 4"[8 meters] from the target? I would just increase the damage to simulat the "explosive" part of the HEAP round.
In the case of Bishop this wouldn't duplicate his SF/X. when he returns the attack it becomes a generic EB no matter what the SF/X af the original was. Of course you could sort of add a reverse Varible SF/X to it.
Super-Agents had a simular rule called Brownie Points PCs started with a pool of 50 pts worth of equipment and they could later increase this with Xpts.
