  1. that last point, while off-topic is an important one: Give your players a benchmark for speed, and make them stick to it. If they all have speeds withing 4 point of each other (3-6 or 4-7 most likely), then it becomes less of an issue. If someone wants to build osmeone with a lower speed, you can counsel them as to why it's disadvantageous, both for the character's effectiveness and the player's enjoyment, and if they want a higher SPD, try to get them to think outside the box- innovative speedster tricks, toned down a notch, can be handy for anyone to have.
  2. Outsider, if I didn't know better, I'd think your teleporter was made specifically for this kind of event . Very clever use of powers! I epsecially like the density sense. I should think about adding that into a gadgeteer's OIHID Helmet suite! For your convenience, I heard something about the ball weighing about 300 lbs- just light enough for two strong men to lift up. The lights are fragile, but the structure itself is fairly sound. Bengal Tiger: No chance. No super-movement powers, and my line gun isn't nearly long enough to nail Foxbat with a good chance of success. Just go get ready to stop the looters should anything awful happen. Hm. Perusing my finished character sheets, the only one who would have a chance in the world of preventing whatever happened from happening would be Mind Titan, with his 3d6 cumulative mind control. Hopefully, a large enough result would be gained in time to get Foxbat to deactivate the device, provided he even could deactivate it. Gotta work up some characters with some decent movement powers, I reckon.
  3. I don't think any universe has a specific point cost cap... remember that Hero aims to simulate the genre and not vice-versa. In general though, the power levels are, indecending order, like this: DC (about 1000 points, with some cool exceptions like Green Arrow) Valiant (close to DC)... remember Valiant? They were gonna be so cool. Image (about 500, with most of those coming straight and not through advantages.) Marvel (Somewhere in the realm of 350) I think, with most of the big guns packing on extra through experience. Seems like most Marvel heroes start out feeble compared to DC's, but increase as they go along. Darkhawk would be the main exception to this rule. He started out lame, and continues to be.
  4. You really have to make the argument to him reducto ad absurdum, which someone already suggested near the top of the thread. Make sure to run out a new character every game session (intentionally poor tactics in battle can usually assure death or disfigurement), and make sure every character abuses the lack of guidelines worse than the last. I played in a game that was for the most part very tightly run, but I got away with loads of incredibly outrageous things with my VPP, simply because the GM was too busy to monitor it like he should have. Things like Selective AoE NNDs in the 6-9d6 range, Ego Attacks with lots of levels, and whatever. Think big, really BIG. And don't forget- there are lots of Limitations that, in the right circumstances, aren't really Limitations at all- just ways to get more points for those insane you're coming up with.
  5. consider it a skill bought as a power that's inherent to the entangle. You may get away with a (-1) limitation on it, but then you'd have to buy it up to at least 5 points if you play with that rule on limitations taken on skill levels. If it were a part of an EC or Multipower, which I presume it will be, you'd put both the skill and the Entangle in the same slot.
  6. Agreed. I overthought my answer to the question, which is really much simpler. You can define a high SPD any way you like. It just means you get to do more.
  7. a web trap? Well, that'd be an Entangle AoE Hex, continue 1 hour. One hour, since that's how long his webs last before disintegrating. You could also make it PLUS Concealment 9- (3 points), +1 for 2 more points. Edited for spelling.
  8. how about Drain INT 2 pips (4 active), OAF Immobile Fragile (-2) Return Rate some insane amout up the time chart (+5), 1 charge, never recovers (-5) Stupidification Beam Along the same lines, you could do it for any of the characteristics. I'm just finder of getting those really brainy heroes cut down to my relative intellect.
  9. Batman is probably a spd 6 or 7. if you built him on 250-350, he'd easily be able to keep up with most every MA character in that range. But the reason Bats awlways has a phase to burn is he holds em, not because of the sheer number he has. Superman, remember, is nearly as fast as the Flash, both in terms of straight-line acceleration and velocity, but also dexterity and data processing (thinking speed). He's got to be near a 12 on the speed chart, at least when he pushes it. On the other hand, in an older issue of currect-continuity JLA, Flash "lent" some Speed Force to Supes (Probably a SPD Aid or Succor, plus a movement Aid or Succor), so Superman is probably around a 10. What you may wish to consider is a truer Brink character than Superman, someone like The Thing. He is probably more like a Speed 4 or 5, even though he has shown quite a bit of combat finesse, as well as strength and toughness. Compare this to Flash, who has the ability to act tremendously quickly (probably something like a long-lasting omni-CE in an EC with some other speed tricks), but is a dreadfully slow thinker- at most, a speed 6 with some sort of SPD and movement Aid or Succor, as I suggested above for Superman in that particular case.
  10. For Sale: 20 sets of Target Armor. Terrible armor, so cheaply assembled its cost in character points is actually negative. Allows the real go-getter to assign said character points to important projects such as MegaScale Microwave Gun and Humongous Jellyfish To Eat West Coast. And since goons go down in one good hit anyway, what's the diff?
  11. I think the OIF is pushing it. You may be better served by a (-1/4) Limited Power, where it's useless without something handy to throw. As a GM, it'd be hard to deny such an object in most situations, but it's something an opponent could take advantage of. I would also add Ranged Based On STR (-1/4) and Reduced By Range -(1/4). You may wish to add Reduced Penetration (-1/4) as well. The Multipower idea is a good one, and you can mix and match above disadvantages in several ultra slots in order to best simulate the objects at hand. You may even take a (-1/2) limitation on the whole Multi to the effect of No Choice As to Which Slot is Active, to simulate the random nature of the objects you pick up. Even if you make them 30 Real Point RKAs/EBs, these can be effective against low-defense types. At 45-60 points, these will be deadly at a very low point cost. Something else you might think of, is an HKA, Can Be Thrown (+1/2). This may better simulate small objects like pens and credit cards, which (presumably) could be wielded in hand rather than being thrown around.
  12. The thought of turning this sort of interesting data over to the authorities would go up me sideways. On the other heand, I don't have a VCR in my secret Tiger Lair, or whatever you call it. Probably just leave it there and see if I could sneak out the back way. Not only do I hate people in positions of authority, but I'd hate to ruin my rep of being a bloodthirsty vigilante over busting up some stupid VIPERs with PRIMUS holding my coat.
