  1. First - Code Versus Killing comes in many sizes and flavors. It sounds like his is the 5-10 point variety, not the full on 20. If this is the case it should be repriced and the player should be asked to make up the points by either 1) taking an additional disad, or 2) sacrificing experience until its paid off (like an interest free loan). Second - On the rare occasions I've had to deal with this I've told the player they can play their disadvantages or I will remove it AND THE POINTS THEY GOT FOR IT from their character sheet, requiring them to pare their character down. Its seemed to... motivate them.
  2. I've done sense multipowers before. One in particular was a superman clone. He had a 20 point multipower and several variable slots for what were mostly 10 point senses. It allowed him to apply telescopic to his sight and hearing, n-ray, and the like. I don't have an issue with it insofar as it fits the character concept. The lockout lim is one way of handling it, another is to just purchase the senses at the MP level (with bonuses or whatever) and give them fixed slots. In the cheese sense its pretty mild.
  3. Yep, the cost and the effect are the same, but the fred version is constructed out of another power (a hack) instead of being its own power. The adders (lost limbs/organs, and ressurection) are actually from the attempt to usurp hero that shalt not be named, but were good ideas. The regeneration change is one of my pet peeves with Fred. Essentially we devolved. Instread of coding with C# I'm forced to use plain old C. Instead of saying "use system" and coding from there I have to tell it what the system is, what the runtime properties are, what the.... Its a nuisance IMHO.
  4. Yes, and then I handed the player the book and let him look. He was a newbie. He learned I change everybody before they make appearances in my game the hard way. The other players (who had been around for a while) had a hard time not breaking out in laughter as the player became increasingly confused and finally blurted out: that's not in his write up! As for players using OOC knowledge -- I expect them to, which is why I perceive it to be my job to keep them on their toes and be unpredictable. Do it often enough and they conclude their OCC knowledge isn't reliable and stop doing it. Its the nature of the beast.

  6. I am a former auxillary officer of several years with a local Washington department. Most departments carry 9mm or .40 caliber handguns, though a few State Police agencies and the FBI have moved back to the .45. The Glock is the most common model, but Beretta and Sig Suaer also have a fairly strong following. Police agencies are not limited to the high capacity magazine ban and carry the high capacity magazines. The total number of rounds will depend on the model of firearm in use by the department in question. I know of no civillian law enforcement agency that requires an empty chamber -- in fact most police firearms instructors I have known are adamantly against it (chambered and hot is the way!). Policies regarding the use of the safety, if the weapon has one, will vary depending on the department. As for the +1 capacity. The point is the extra round, but I've never come into contact with a department that had a firm policy on it. As such I would presume its up to the individual officer whether or not they want to "combat load" their firearm. The key -- and this the department armsmaster did comment on -- is for the officer to be consistent. Thats just my experience -- YMMV
  7. This is actually why I suggested recovery based on post-12 as opposed to aid. If the character doesn't get a post 12 they don't get the extra recovery, though it would be logical for them to get it at whatever increment they were at. It keeps GM discretion in play.
  8. Since regeneration occurs per Turn the character is getting their normal recovery along with the body. To simulate additional recovery with regeneration as an SFX you could purchase: + X Recovery. Linked to Regeneration (-1/2). Post 12 Recovery Only (-1). Another way to do this is just to buy the recovery up and say its part of the Regen SFX.
  9. Actually he's a Moses/David rip-off. Sigel said in an interview that he and Shuster took a lot of the inspiration for Big Blue from the Midrashim, which have some wild stories about various biblical characters in them, especially Moses, who is attributed the ability to run at miraculous speeds, jump over mountains, grow as tall as giants and hurl boulders. Lets not even get into the alien from another place who hides his identity while secretly studying the wisdom of his people in the fortress of solitude.
  10. Yes - it would be melee only. You would either have to buy the ranged deflection-reflection separately or double the power's cost for it to be correctly priced in terms of effect.
  11. As a GM I would allow a player to purchase missile deflection-reflection defined as melee deflection-reflection at a +0 modifier. The fundamental mechanic is the same as the block maneuver and the additional cost is such that the additional abilities this construct would allow are well paid for.
  12. Or one of those metallic 3d hologram things so when you angle the cover back and forth you get the full impact of the bounce... I think she'd make a great net avatar for a Cyberhero game.

  14. The problem with drain is that the character will recover from it. If part of your brain is gone its not coming back. I would do it as a killing attack that had to follow a successful grab on the head with the tentacles. Any lasting effects could be simulated by permanent disabling.
  15. I think you can just define it as ranged and call it a "pin". It would have a few limitations based on SFX and whether or not you were pinning them with their clothes or by sticking their hand into the wall with the arrow. Since you can grab and do damage you should be able to use the maneuver and do 2DCs of RKA to your target, or to say "just doing cloth" and do no damage, in which case the strength of the grab (10) would be what they would need to overcome to break out. The maneuver exists in the UMAs zen archery package so their shouldn't be any issues.
  16. What about: Transformation, BOECV (Host Body Into Willing Avatar) with the defined method on "untransforming" the character (required by Fred) being the list of potential ways the character can be removed from the host.
  17. A burro is a relative of the donkey, but is indiginous to the Americas. It is smaller, faster, and tends to have a better disposition than mules or donkeys.

  20. I think there are better ideas that have been presented than this one, but for the sake of thinking outside the box, what about not using force wall at all. What about an EC with two powers in it: 1) missile deflection, all, ranged, uncontrolled, obscene deflection bonus 2) telekinesis, ae line, uncontrolled, only to stop things from passing Theoretically it would be appropriate to apply the limitation "must use powers concurrently" and "powers must cover the same area" to the EC. Various reduced endurance advantages would prove useful if the points were there.

My Freedom Patrol game was traditionlly 2-3 sessions of investigation and covert operations work (90% RP / 10% CBT) followed by the huge blowout combat free for all and wrap-up session (20% RP / 80% CBT). Though, when running solo-adventures it widely depended on the player. I ran some solo-story arcs that had little, if any actual combat. My San Francisco Streets game has proved to have a higher combat ratio per session (60% RP / 40% CBT).
  22. Analyze: Value Complimentary skill rolls can be relevent background skills, such as KS: Objects D'Art, etc.
  23. As an aside -- the biggest group of donors for soldiers in the first days after the pearl harbor attack were the local prostitutes. Also -- the mob kept watch on the docks for the government and helped them find german agents during the war.
