Not meant to count against the total, but Twisted Hand seems the sort to have a network of agents.
 
They are called The Open Hands as a propaganda move against the hero Atomic Fist: "Where his symbol is the clenched fist of violence, we will respond with open hands" said the Twisted Hand. Their motivations range from those of simple mercenaries with skills the Twisted Hand needs to those of fanatics who wholeheartedly believe that He Who Holds the Hand of Fate will lead them into a glorious future to those of victims of intimidation or extortion who obey out of sheer fear. Their functions are just as diverse, and despite the name "Open Hands" many of his minions are not at all open about their allegiance...

David Ingens was a medical miracle when he was born one of the smallest babies ever delivered. He was always small and weak and constantly teased and bullied due to his small size. David tried everything steroids weight training experimental drugs and every herbal product he could find. Still short and weak he took to more exotic tools he delved into magic. He is now the world's for most master of strength magic he has transformed his body he is now a 7 foot tall giant he tends to wear just tight black leather pants to show off his rippling musculature and mystical tattoos.
 
Dr Colossus is still a little weak boy at heart he is quick to anger and responds to any slight against his strength with fury.
 
He will always seek to challenge the strongest opponent available his base form is immensely strong but he has a variety of talismans potions and spells to further boost his STRENGTH. He is vain and in need of constant proof that he is the strongest. He often goes out looking for fights with large groups of normals(like the jocks who used to bully him) just to prove his superiority.
 
If defeated by main strength he will concentrate on nothing else but gaining more strength and hunting down his foe to defeat them.

How much of a mage the Dark Cloak is is up for debate. Most of his mystic might seems to come from the black cloak with red symbols. It always shrouds his face in shadow, and from its folds he can unleash his shadow beasts. He has seemed to cast spells but then so does El Mystico Noir So is h a mage or just someone with a dangerous mystic artifact?

Wooden you know it, the personification of the abstract idea of disorder comes lumbering onto the scene.

The mysterious man called El Rey also claimed to be the reincarnation of Carlos the fifth. He wears regal power armor in the Royal colors of Spain, and wields a force sword. Beyond what the power armor provides, he is a skilled fencer, and a chasmic leader. If needed, he can drop a special tube which unfoldes into robots under his command.
 
 
 

Drat..... Just got the idea to fuse Professor Pyg and The Kingpin into The Pygpin. I'm not gonna post the full idea, cause I only got the name.

109 is a German energy blaster, able to generate electricity and shoot it out of his body. He was from another dimension where the Nazis won WW2, and was pressed into service of Adolf Hitler the 7th. Adolf finally went even more crazy, and destroyed there Earth. Now in our dimension, he helped create the Wermacht to prevent another fachish dictatorship to emerge.
 
In spite of his world, he was never truly attached to the Nazi idea. In fact, he is fascinated with the Jews (having never met one, cause they were all killed during the war).

This allows him to come at opponents from all sorts of directions and boost his impact by springing of walls floor and ceiling.

Triad
 
Chinese American Marvin Lee followed in his father’s footsteps as the world’s leading physicist in dimensional manipulation. Marvin’s father had dreams of improving the world by tapping into other dimension’s resources; However, Marvin felt differently. Marvin had fallen in with the local Triad and desperately sought their approval. Being part of the Triad made Marvin feel a kinship for a country he’d never visited and only fantasized about.
 
While working late in the lab on the Illudium PU-36 Dimensional Space Modulator, Marvin immediately was aware of another’s thoughts. To his surprise he was able to mentally communicate with another self from another dimension. With extensive fine tuning and manipulation followed by an earth-shattering kaboom, Marvin found himself confronted by three other selves. Unfortunately one of the three doubles was killed in the explosion.
 
With the help from the remaining two doubles the three Marvins stole the Illudium PU-36 Dimensional Space Modulator and fashioned it into a belt that allowed him to call up to two dimensional doubles at will.
 
Marvin now represents the local Chinese gang as Triad, a Kung fu specialist that uses his Illudium PU-36 Dimensional Space Modulator Belt to create two duplicates of himself.  

El Matador
 
Tomas Bosco was one of the lucky ones. He became a luchador and fought under the name of El Toro. However the organised crime rings wanted him to take a dive and he would not. So they framed him for drug abuse (they learned their lesson from another luchador they had tried to suborn. He refused. They killed his family and tried to cripple him. He became a hero and went after them taking down a lot of their operations and personnel.). Tomas was forced to retire. But he seethed with indignation. He went to other sources in the Underworld and got training and superpowers.
Then he returned as El Matador. He took out several underworld people and stole their money. He also killed a couple which put him on the wrong side of the law. However he chose to give money to the poor and not to victimise the weak.
El Matador is a mid level brick with Mexican wrestling skills. He is a big fan of the WWE and supports the Big Show, Stone Cold Steve Austin, The Shield, C M Punk, Jack Swagger and Dolph Ziggler. He has let slip that the reason he does not support the luchadors like Sin Cara, Kallisto and Rey Mysterio or Alberto Del Rio is guilt by association.
El Matador has several notable tattoos which El Toro did not. These are removable. It has also meant that several crime figures have tried to get El Toro to take out El Matador much to his amusement. Even his colleagues do not know the truth.
Tomas defers to the Profesor for planning as he and [insert name here] had come together to work as a team when Alberto found them and got them a bigger, better focus.

Profesor Caótica
 
Alberto Galeno was born in poverty in one of the worst slums in Mexico city a brilliant child unable to attend the schools his intellect required he educated him self at the cities libraries by the time he was in his teens he decided he needed to raise the funds that would let him study in America but the only opportunity for a poor Barrio kid with no official education was as a luchadore taking on the persona of Profesor Caótica Alberto used his knowledge of anatomy kinesiology and physics to become a ferocious fighter dressed in a white coat with a black mask embroidered with white symbols and numbers to look like a chalk board covered in mathematical and chemical formulae. Alberto made the money he needed and was able to attend MIT graduating with triple majors in theoretical physics engineering and chemistry.
 
he went to work for a major corporation developing a weather control system to aid drought stricken regions only for the company to turn out to be a viper front who would use his device as a weapon.
 
when he discovered this they stole his work and they sent a team to kill him obviously they weren't expecting a highly skilled luchadore he defeated the kill team but realised viper would never stop hunting him so he faked his own death and fled back to Mexico eventually he would join Los rudeos to help fund his research
 
Alberto is a brilliant man and his greatest hope is that his research will help lift the people of Mexico's poorest regions out of poverty but as he is legally dead and hunted by viper his only means of funding his work is crime.
 
Alberto is the conscious of the team working to reduce collateral damage and protect civilians he is in it for the money not the action .
 
he is a skilled fighter but also usually carries a few gadgets tailored to the job and probable foes. He is also an expert strategist planning most of the teams heists but he is a lousy tactician unable to cope with the fast pace of combat he leaves that up to one of his teammates.
