    I agree, there's something delightfully terrifying in a villain with a horrifying goal they're committed to by their very nature. Like Surtur whose whole purpose in existence is to burn all the Nine Realms to ash. But then, that commitment shapes what they do as villains, and creates scenarios that are unique to them. Dr. Destroyer is essentially another narcissistic would-be world conqueror who believes he should rule the world because he's Just That Great. IMHO a character like that really needs some embellishment to make him more distinctive.

    Yeah but even against a normal, how likely are they to hit even 2 times?
     
    In any case, this doesn't argue for penetration being reasonably priced, just possibly effective with certain combinations.

    Actually based on their writeup they have a tendency to annoy lots of villains, VIPER being one of the biggest ones who they have screwed with multiple times, Popgun being a previous member who now does not feel he does not need to use lethal force, some of them are hunted by Raven, and I have seen on some online stuff where they have gotten into it with Black Harlequin a few times. There also is Dark Clown which is a group like Clown but from a black dimension and are twisted and evil. 
     
    As for power, most of them can handle themselves in combat and they do have a few that like combat, such as Tag who likes HTH combat with a 12d6 punch that is occasionally AP. 
     
    All in all, I think a lot of the complaints about CLOWN may be from bad GMing, not CLOWN themselves.

    In my opinion, whatever that's worth, Penetrating is overpriced.

    That just shows that a good GM can take a whatever villain and make him/her something interesting.

    No all things with a special effect of magic count as magic for purpose of vulnerability.   For example, if I have a spell that gives me a high STR TK and use that spell to hit someone with a car that should not trigger the vulnerability. On the other hand, if I directly attack a character with the spell that should count as magic.  If my spell conjures a rock out of thin air and hurls it at the target that should also count as magic. Most of the time a complication should only come into effect when the special effect is directly interacting with the character with the complication.

    I definitely have to agree. Even with 5th edition or before I reduced the number of disadvantages characters had to have. I usually had Champions characters have 250 point base and 100 in disadvantages, dropping 50 points of disadvantages. This meant that characters didn't have to be hunted by everyone, which was the most common disadvantage characters took to get the numbers up.

    That's the key phrase here, I think, because it describes the situation perfectly.  Especially because so many classes of complication should generally be very rare;  I'm thinking primarily about Dependence, Susceptibility, and Vulnerability.  Accidental Change requires multiple forms, so that's often not available.

    IMO, requiring such a high ratio of character build points come from Disadvantages diluted their impact. When I first read Champions, I thought, "Wow, this game has some role playing hooks built right into the system!" When I first built a character, I thought, "How am I going to cram in X number of Disadvantages on this sheet and keep the character in concept?" If you only have meaningful disadvantages, then you don't need as many to define a character, and that side of the character sheet starts looking more diverse among characters in the group. It also makes life easier for the GM.

    Another thing to consider is that that champions characters in most cases have a lot higher stats.  Most Fantasy Hero games I have played in use NCM which means going over costs double.  Looking over the sample characters in the 6th edition Fantasy Hero the sample party has an average of 16.2 DEX, 16.8 CON and 3.6 SPD.  Those are very low STATs for a champions character especially the SPD.  This gives the champions character a huge advantage.    
     
    The higher SPD means the Champions characters get way more actions in a turn.  Assuming the average Champions character has a SPD of 5 that means a party of 5 Champions characters get 25 actions per turn compared to the 18 of the Fantasy Hero sample characters.  The Higher DEX means the Champions characters will also go first.  Going first and having more actions gives the Champions characters a huge advantage in the action economy.  
     
    You could of course boost up the stats of the Fantasy Hero characters and ignore the characteristic maximums to even things out.  The thing is if you keep changing the rules are the characters still Fantasy Hero characters?

    Sounds like a good change-of-pace villain. Someone the players love to hate is a big step up from one they just plain hate. 👌

    That is quite true. Of course, if the characters are mere mortals who choose to mess with the gods, they shouldn't be surprised to find themselves outclassed.

    The problem here is that the challenge specifies same point value.  Superman is like 1200 points and Legolas, maybe 200?  Even them out and Legolas has gotten some immense upgrades... and as I noted above, immensely powerful artifacts and magical items to match. because those things are free in a fantasy setting.

    How would you do potions and things that can only be used a few times or even just once? Plus, if the fighter's magic sword is broken or lost, does he just lose the points or can he just get it back?

    I will have to say that while Champions characters often have more raw firepower, FH characters have to have a lot more options on what can utilize and must be able to last much longer in a fight. I rarely see fights in a Champions game that last even more than a turn (maybe two turns), but I have seen a number in FH that last over 5 turns or even longer.

    Any villain utilized over and over again can become aggravating, I definitely agree with you. The only exception might be a master villain, but they most of the time (at least until the end) work in the background, using their minions.
