    Thanks for the feedback!  I really like:
    Novice - A more appropriate term than rookie, for someone who's not part of a team.
    I'd use this term for a 0xp build of a character (equivalent to Rookie) Journeyman - Spot-on definition: "a worker or sports player who is reliable but not outstanding".
    I'd use this term for a 25xp build of a character. Seasoned - Perfect for my use (despite Greywind's efforts to ruin it with a pun): "accustomed to particular conditions; experienced".
    I'd use this term for a 50xp build of a character. Veteran - Someone with "long experience".
    I'd use this term for a 100xp build of a character. Renowned - Just throwing something in, to fill the geometric experience point ranges....
    I'd use this term for a 200xp build of a character. Legendary - By now they've earned multiple epithets. Spidey, Wallcrawler, Webhead, Webslinger, Your Friendly Neighborhood Spider-Man
    I'd use this term for a 400xp build of a character. The geographic terms also look useful as a proxy for power level, but all the characters I'm building would count as "international" heroes. (Even at the starter level, they're the only superheroes in the campaign world.)

    It appears the correct pronunciation is "Wooster", both in British and American English. 😁

    Just to get terminology settled:  
    Combined Attack is what in 5th edition was called Multiple Power Attack, where you can "stack" multiple Powers into a single attack, based on the idea that you can activate any number of Powers at once, even if those are attack powers, and throw them with one attack roll.  Multiple Attack is now the umbrella term for what in previous editions was Multiple Move-By, Sweep, Rapid Fire, and so on, plus Combined Attack.    
    In 6th edition, they're both under the Multiple Attack umbrella.  Notable features about this are:
    It has a yellow warning symbol The GM can feel free to limit it to 2-3 attacks "The GM can forbid any use of Multiple Attack if he feels the proposed attack defies common or dramatic sense, would cause game balance problems, involves incompatible Power Modifiers or special effects, or the like."  (6e2 p. 73) "The GM may rule that characters cannot use Multiple Attack with some powers or weapons — such as slings, crossbows, and some spells."  (6e2 p. 75) Combined Attack stacks multiple Powers into a single attack against a single target with single Attack Roll.  It specifies that a Multiple Attack can be made with a Combined Attack at the usual penalties for doing so.

    Hero Games will be launching a fan-driven community content program on DriveThruRPG in about a month, similar to Dungeon Masters Guild and Storytellers Vault. It’s going to be called Hall of Champions, and it will allow you to publish your own work on DriveThru for profit under the banner of being a Hero Games product. (Though solely for commercial purposes on DriveThruRPG.) You’ll be allowed to publish using any version of the Hero System you like from 1st to 6th, including Champions Now. You will also be allowed to use both intellectual property that belongs to Hero Games, as well as the Champions Universe, which belongs to Cryptic Studios. The program will supply artwork and templates to work from to make the entire process as easy as possible.
     
    To being with, what I’m looking for are some initial fan contributions from you guys so that we have a certain number of products ready to go at launch. I’ve already received commitments from two of our third party publishers, but could use a bunch more from fans. There are (of course) significant rules governing the community content program, which I will share with you should you contact me. If you have work you would like to contribute, it needs only be in PDF form and have a JPEG cover image available. (This can simply be a copy of the front page.)

    A VAT or Value Added Tax is typically a sales tax with a twist.  The Canadian GST is a form of VAT.  The tax is recovered at each step along the way to the final consumer..  So, for example:
     
    The lumberjack cuts down trees and sells them to a lumber company.  He charges VAT, and gets to claim back any VAT paid on his own costs (like his chain saw, vehicle costs, etc.).
     
    The lumber company turns the logs into boards and sells them to a building supply store.  It charges VAT, and gets to claim back any VAT paid on its own costs (like its machinery, repairs and the logs).
     
    The building supply store sells the wood to consumers and construction companies.  It charges VAT, and gets to claim back any VAT paid on its own costs (like its store rent, repairs and the boards).
     
    If I, a consumer, bought the boards to build my deck, I will not recover the VAT.  A deck builder would, but he will charge me VAT for building my deck, which I can't recover.
     
    Unlike a more conventional sales tax (that fuel tax, for example), which everyone pays and no one gets back, the VAT does not compound over layers of businesses - it is borne by the ultimate consumer.  Often, you don't charge VAT on exports, enhancing international competitiveness.

    Copyright infringement covers way more than plagiarism. What's being described is very clearly a derivative work, and only copyright owners have the exclusive right to produce derivative works based on their copyrighted materials.
     
    It may fall under fair use, but don't hold your breath.  Looking at the four factors:
    Purpose and character of your use - 👎 Even though it's noncommercial (posted for free), it doesn't sound like you're adding anything new. Nature of the copyrighted work - 👎 You're deriving from a creative work rather than a factual one. Effect of the use upon the potential market - 👍 Even if every Hero player used your modules, I doubt that would reduce sales of the originals by even 1 module. Amount and substantiality of the portion taken - 👎 I doubt you can get around copying large portions of the original work (e.g., characters, locations, monsters, encounters, rewards, etc.), even if you're not copying text verbatim. You can always do what a lot of other people do: hope you're too small to be noticed, and post it anyway.  :-j

    Buy the magic as Requires A Skill Based Roll.  Buy the corresponding skill.  Buy two levels in the skill, Usable Only During Daylight. 
    This achieves the two point difficulty swing without any fancy business on the Requires A Roll modifier, since it offloads the variability to the skill itself.

    It might be helpful if some villains had a more defined role, as far as how they operated.  These would just be examples of course, for illustrative purposes.  Characters would not have to fall wholly into one category, it's really just a suggestion for how GMs might want to use them
     
    --Thieves are there to steal stuff.  Their superpowers are focused on getting away.  They can't stand up to the heroes in combat, so the challenge is in preventing them from escaping.  Teleport, Desolidification, and Invisibility are common powers.  Example: GRAB.
    --Planners use traps, gadgets, and minions to oppose the hero.  The challenge lies in getting to the villain, not in beating him up.  Followers, Bases, and Gadget Pools are common.  Example:  Arcade (X-Men) and many Bat-villains.
    --A Nemesis is designed to fight one particular hero.  He's an even match for his chosen foe, whether it's because his powers are exactly the same, exactly the opposite, or maybe even just a philosophical opposition.  Against other heroes, he may be completely out of his element (alternatively, an unprepared hero may find himself completely outclassed by what he assumed would be a "weak" opponent).  Example: Joker, Metallo, Lex Luthor, Red Skull.
    --A Rogue's Galley Member is not quite a Nemesis.  These guys are built to fight an individual hero, give him a tough fight, and lose.  In many ways, they're the ideal Champions villain (and what I think the OP is talking about in this thread).  Example: many Spidey-villains.
    --Villain Teams are designed to match up to the heroes as a group.  Individually they can have strengths and weaknesses, but ultimately they are supposed to take on a number of heroes at once.  Example: Brotherhood of Evil Mutants, Wrecking Crew, Injustice League, Eurostar, Ultimates.
    --Master Villains are designed to take on a group of heroes, and potentially win.  They will have serious stat-inflation, often with a 7 or 8 Speed, Damage Reduction, and 80+ Stun.  But they normally enter battle by themselves, as the final opponent for the heroes.  They didn't become master villains by losing, so they'll often bug out as soon as the fight starts to turn against them (say, when they get to half Stun, or if their latest giant gadget is destroyed).  Example:  Dr Doom, Magneto, Thanos.

    This has no effect on physical records like photographs, but when was the last time you took a picture with anything other than a phone? (Alternatively, you may think Clark and Superman are the same person, but there's no facial recognition match.  It's proof that it's just a superficial resemblance!)

    How did you come up with your 'handle' (forum name)?Let's pretend it's my name mashed to fit into eight characters.
    What was the first tabletop RPG you played?Who can remember? Probably AD&D for a few sessions, but I really got into RPGs after playing Champions (4e).
    What was the first tabletop RPG you GMed?I think it was Champions, but it could have been Fantasy Hero. Something in the Hero System (4e).
    What are you currently playing/GMing?Playing: D&D (4e) and New World of Darkness
    GM'ing: D&D (4e)
    I have no motivation to move to the next edition of D&D, so when my current D&D campaign is over, I'm planning to run Champions again (6e this time). Watching the Marvel Cinematic Universe and Arrow/Flash has made me eager to return to my roots.
