Spectre--You're going to need a VPP for Spectre, just due to him being able to turn people into paper dolls, pillars of salt, crushing them with rubber ducks, etc. Basically, the Spectre does change as needed. He is God's Spirit of Vengence, tempered by a connection to a human soul. As God needs him or doesn't, he gets powered up or down. Typically, of course, he changes size, desolids, materializes objects, etc, but I've seen him perform summons, and even give someone "the look of death". On the other hand, the Spectre can be Stunned, and in a Swamp Thing story, got the snot knocked out of him by the "Darkness", whatever that was. Savage--Sounds like you're doing Animal Man here, which is fine. However, that being said, being able to draw opon the power of the biosphere of the Earth is pretty nifty, and could work for a god. Or, alternately, make him the god of all animals. Heck, a similar trick works for Thor. Thor--a quick run through the wikipedia entry for Thor should help put with the norse myths. By the way, Thor was not a nice guy in the myths. Nor was he blonde. Nor did he talk like a Shakespere character. oryan
  2. Re: Martian Manhunter Question and other oddities The problem with a low-powered Superman is that he is superfluous, he becomes Generally-cool-powers Man. If Superman can't fly the fastest, be the strongest, have the best morals and be the first Superhero, he loses his whole raison-de-tere. Even the Golden Age Superman is like that, he just works in a different way. The GA Superman, even at lower power levels, is the toughest son-of-a-gun in any story he is in. That's why post-crisis Superman never quite worked, he just wasn't "Super"enough. He needed a space-mask to breathe, couldn't travel faster than light through space, and was no longer "a legend throughout the galaxy!" oryan PS I wonder how Kanjar Ro would've done in the Carrg System from Legion, whose triple sun system causes it's inhabitants to split into three identical people......

  4. Not really "Hero System" related as such, but need help with a Super-Hero/Comic Book trivia question. Can the Martian Manhunter fly and survive unaided in outer space? And, was this always true? Here's a thought that occured to me. If Doctor Erdel transported Johnn' to Earth and he can fly through space, why didn't he just go home?? Feel free to add other improbable origins. oryan
  5. Re: Shazam! You can keep the IBAC arconym if the character is powered by the undead spirits of the evil men who "power" him, rather than their physical capabilities in life. For instance, Captain Marvel has the Speed of Mercury, but not his abilty to heal (the caduceus) or play the lyre. oryan
  6. Re: DC / Marvel Characters in Champions Universe Well, somehow, when you design a super character, they start to look like some other character anyway. Most martial artist/detectives sorta look like Batman, while most speedsters kind look like Flash. I haven't read the Ultimate Speedster yet, but I've heard of this thing called the Speed Zone, which I'll bet looks a bunch like the Speed Force from DC. That being said, established comic characters fluxuate from writer to writer, and from era to era. No game will fully and exactly simulate the comic character as writen for all time. So, go ahead and put DC or Marvel characters into your game, just alter the backstory, otherwise, many characters won't make sense in your game's cosmology. I'll bet, btw, that some version of Superman can be built for 150 points. oryan

Telepathy and mind reading could be abused, but I've always beleived that the Deus Ex Machina plot rule applies. For instance, in a Superman story, every crook seems to have gotten a chunk of Kryptonite somehow, but nobody in Gotham stocks it. In an Iron Man story, there's villians running around with EMP and armortech specifically to take out Tony. In other words, the villian or plot should address the hero's abilites to give him a run for his money. I had to deal with a bear of an armored brick once who outshone all the other players due to the build. So, I picked on him a bit harder, with EMP's, electronic system controls, etc. With mentalists, just have the plot set up so using mind reading doesn't obliviate the plot. As for the legal stuff, we don't have established real life law for Mind Reading, so how the legal system deals with it depends on the campaign. It could be legal or illegal, admissible or not, as the case may be. To my mind, the state would need a warrant to search minds, but the average joe would not, just as with real life searches. However, that being said, the average mind reader may be trespassing to get information on thoughts, just as they would be to enter a house without permission, but not nescessarily. If they beleive they are doing so to stop the furtherance of a felony, then entering a mind, like entering a house, should be okay. Flavor to Taste oryan

I've come to realize Hero can be as complicated or as simple as you make it, and there's ten ways to do everything.   14. Re: How do I create the following? I'd require that the player purchase the power, maybe a Healing power with Regeneration, which can bring characters back from the dead. Of course, you could reduce the cost by buying Limitations, such as a Focus, or "Character only keeps mental characteristics" or something to that effect. This ability might get used more often than you think. If a character beleives there's no threat in dying, because they'll just be reborn at home, they might just jump into the lava pit on purpose or laugh at the creepy vampire, or whatever. This ability actually reminds me of a 1960's character from T.H.U.N.D.E.R. Agents, called NoMan. He was a scientist, who was able to transfer his mind to a robot shell, and could turn invisible and intangible, if I remember. But pretty much, his big schitck was to get himself killed so he'd transfer into another body back at the base.

Also, there's no assertion that the Secret Service began formal protect in 02 versus 01, just that Congress began debate then, which they did. You're agruing points I didn't make. oryan
  17. Re: question for gm You could give out points for an aqquired disadvantage (that old GM discretion rule). The most important thing is to maintain game balance. It isn't fair to other players that one character is suddenly 15 points ahead of everyone else. However, it isn't fair to the player whose character is effectively 15 points behind everyone else, either. A good rule of thumb might be to stick to the maximum points from disadvantages rule, which may range from 20-200, depending on game level. oryan

Are you proposing the idea that the illusion itself is that since time is not moving forward, from the characters perspective, theres no reason to do anything, since they can't or shouldn't or have no reason to? Sort of that their mental facuties beleive that they have stopped, even though they haven't? oryan

The Mental Illusion power lets you lead the Character to beleive things are occuring, when they are not. The 30+ effect causes them to completely lose touch with reality, experiencing nothing but that illusion. So if you had a 30+ Mental Illusion that showed time had stopped, that wouldn't cause the targets mind to shut down. oryan

Re: Transforms vs. Mental Transforms On question #2: The rules state that all Transforms which cause Psychological Disadvantges must be taken as a Mental Transform, which is bought with specific Advantages. However, all Transforms must affect either the physical body, the mind ot the spirit, the latter defined as "personality". So, if you buy Transform to affect the "spirit", which affects personality, you shouldn't have to purchase Mental Transforms at a much higher price than regular Transforms to affect personality changes. However, you actually do. The 5th edr may contrdict itself here. oryan

  24. Transform Attacks are required to be Mental Transformations if they inflict Pyschological Disadvantages. Mental Transforms have to be purchased with (BOECV) and (works against EGO). However, it doesn't say that you have to take Mental Transforms to take Physiological Disavantages. The difference between these two Disadvantages should be obvious, but they aren't nesscessarily. Things a Character can't do, like use a phone if from outer space, are Physiological, while things they won't do, like being afraid of phones, are Pyschological. So, how would it work if a Character used "Pyschic Surgery" to Transform a Character so they simply forgot how to use a phone. Its not some thing they don't want to do, they literally have no ability to do so. Sort of like a stroke patient. Is this a Mental Transform? Also, since Transformations must be either Body, Mind or Spirit, and Spirit is personality, while Mind is intellect......wouldn't a pyschological disadvantage Tansform be usable if you affected spirit against the BODY score as opposed to a Mental Transform? weird questions, I know. How do you deal with these things? oryan

How bout this for a power......could be a Focus or a Psychic ability, but when the target is hit, not only do they suffer STUN (Ego Attack), but they must make a roll to act because the pain/pleasure is so intense. (Mind Control, Linked, with limitation that no command may be given, just impedes awareness...or...the command "think nothing")? also.....
