You could bring in Brainiac. He has great multidimensional experience and wants most heroes (mostly Supes and Bats) out of the way. This takes care of DC. On the Marvel side there is Mastermind. He has reason to eliminate the entire X-Men and Avengers and great mental ability to be able to pull it off.

If i had to choose from these two i would choose the spiritual route but see no reason why there cannot be different levels that would allow for both - physical would be like mega heros/villains of legend that mortals have a hard time dealing with (if at all possible) - EX: Hercules, legendary Pyro, the cyclopes. spiritual would be full powered gods that can only interact through the actions of mortals - Olympians, Norse, etc.

In the movie he never showed an ability to grant any vehicle powers that either it or he did not originally possess so this is how I would build this power - VPP: 1/2 Phase Change (+1/2); Can Only be Changed On Approp Veh (-1/2); Req Approp Veh (-1/2); Only for Veh Abil (-1/4) Using this power will effectively allow him to use any veh once he gains control of the veh. He could even increase the avail powers but cannot grant new powers. Ex: a vespa (max speed 45 MPH) could be boosted to 100 MPH but if he wanted to make it shoot any blasts, those blasts would be coming from him, not the vespa.

Change Environment is in 6e on page 174. There is an effects chart on page 176 that lists several abilities CE can do and their associated costs. As written in 6e, CE does not automatically effect an area so you will need to apply that advantage to make it area affecting. This is the way that you describe this power - PER-2/OCV-2/DCV-2: 16m Raduis (+3/4); Personal Immun (+1/4) (18 Base Cost/36 Real Cost) If you desire, you could give him the No Range lim (-1/4) bringing the cost to 29 points but that will mean that every time that he activates the power it will be centered on him, but with the PI that will not be any problem.

some minor points: Too few dice of effect: most mentalist would only lose from 0.5 to1 die of effect. that is not enough to notice for most mentalists and they will need multiple hits which will take more than one turn and by that time your char will most likely be mental mush. Cost: as written power costs 58 RP (assuming GM allows the 0 END on power). If 0 END is removed then power becomes 55 RP and 8 END per use. Suggestion: lose the IPE. this will reduce the current build to 52 points and allow you to add one die without any problems. The SFX of the power would not cause any problems with any other power, especially since it only works against mental powers, all the others would be unaffected.
