Wierd this should come up. I have a background NPC with a minor power, and that power is being able to survive any fall. That's it.
Likw the poster above, I worked out terminal velocity and slapped a little extra on it just to be sure.
PD: 50. Only to defend against falling damage (which I worked out to be a -4 at that time, given that he was a file clerk, it wouldn't come up.)
Once he discovered his power, he started showing off, drooping it to a -3.
Then he took a career as the world's most insurable stuntman, and I dropped it to -2.
Anyway, simplified:
Find a defense, break the campaign limit and assume that breaking that limit means "infinite."
Season to taste.

Well, I did it. I continued polishing the pdf and finally put it on drivethrurpg.com When it is free vanity press just doesn't take that much vanity.

Plus, that particular minority has been given the means to create chaos and potentially upend normal House business. So, sure, Congress has been kinda used to whipping around these corners and pulling in at the last second, but they haven't had to face a blown tire when they're deep in the hairpin.

Yes, that is very common. In fairness, the US has orchestrated a lot of coups, both by our governments and corporations. Even our common ex-pats can be a problem (Hawaii and Texas).
If there are so many where clandestine interference was brought to the public knowledge, it stands to reason that there are some that managed to stay secret.
It stung when I watched the movie "Ghost Writer". *sigh* Yes, the US probably meddles more than it should with Allies.

That's inaccurate. Sam Brinton was "the deputy assistant secretary for spent fuel and waste disposition at the Department of Energy’s Office of Nuclear Energy." https://nypost.com/2022/11/29/biden-official-sam-brinton-used-allegedly-stolen-suitcase-for-a-month/ Still a government official who committed an illegal act, but far less senior.
Brinton has been charged with felony theft of a moveable property without consent, and was placed on leave last month after allegations surfaced, and an interim replacement named. If convicted they (Brinton uses non-gender pronouns) could face up to five years in prison and/or up to a $10,000 fine.

The head of the DOE, Sam Brinton, is arrested for stealing luggage. Infuriating. I was the one defending them for being very qualified and their being non-binary not meaning anything. Neither of those things have changed, but now I do regret standing up for them.

Ahh, there it is. Thank you for the cite. Digging that out would be a pain.
Yeah, 6 points is what they're assigning, but note the style. Throwing knives, darts, shuriken...very short range, relatively low damage. This isn't the flying sniper style, it's "disrupt A while moving to attack B." It may well be a carryover, but as long as it's kept in the context...and it is a 5 point maneuver, with no bonuses of any type...I don't think it's a problem.
Whether I'd allow it with high-damage, high-mobility types a la Enerjutsu? I'm inclined to say no. The rules don't provide for it. If we start from Strafe...that's a combat maneuver, so you can't buy penalty skill levels to offset the OCV and DCV mods. You can buy 2-point CSLs with Strafe...but that's 2 points per, not 1 as it would be in the martial maneuver cost structure. If you want to buy off the DCV mod, then you need 3 point CSLs. And when you start from the basis that Strafe's already a Caution-level element, making FMoves with ranged combat is something that should be handled with exceptional caution.
Secondary thought: An Ch'i feels like a Ninja Hero martial art, or agent-level...200ish points. 5 points becomes a notable cost. For 500 point supers...not so much. Agent-level movement is also generally rather lower than supers-level. So what's probably flavorful at lower levels, likely becomes dangerously abusable at higher levels.

The Martial Arts Style An Ch'i includes the 5-Character-Point Ranged Maneuver Moving Shot (HSMA 18). The lack of FMove as a Ranged Maneuver Helpful Element (HSMA 104) suggests that the maneuver's inclusion may be accidental. (Its stat line is identical to the 5E version.)

entangles normally use OCV against DCV, so the first part is taken care of without you needing to do anything. Yes, you can take the advantages "takes no damage from normal attacks" and "works against EGO not STR"
