I think it would also be fair to say that lack of a Code Versus Killing Disadvantage doesn't mean that the person is willing to use lethal force as a matter of course. Exactly. Only a few PC's in my campaign have code vs. killing and even the ones who don't are sending supervillains to the morgue whenever they get the chance. I think the others can keep him under control. Yes, a 12d6 EB stands a better chance of killing a normal than a 2d6+1 RKA. BUT.... A killing attack is STILL a KILLING attack. It is obvious that it is a KILLING attack. The villains know you are trying to kill them. YOU know you are trying to kill them. I think you are the one who needs a reality check. Any attack which does body can kill. It can fire 9mm rounds and 15mm beanbags so you have Normal and Killing Attacks in one weapon.
