I'm not sure why I'm going to say no but given the self aware machines (also less than age of consent) who have been treated as adults...In the Marvel U as long as your body is physically mature you're safe. If you have the physical mental and emotional maturity of the average adult I think they consider you one. I remember an Avenger who turned out to be physically an adult but mentally/emotionally and chronologicaly younger ( a young teenage boy) his handle was Rage IIRC, getting the boot when they found out his age.
