The best part of Four Color Superhero Campaigns is you can reuse the same villains because the heroes always taken them alive. And they get cooperation with the police. The archenemy was never pre-planned, they developed from one of the recurring villains in the game. Plus, law enforcement are glad to see the heroes arrive.
