The thread topic makes me think of either a retirement community or a, "safe house" for crooks, not a sandbox environment for novice superheroes. How can the two be combined? 
 
Until recently, the city was home to a retired criminal mentalist. He would use his abilities to subtly influence the criminals on the lam, "Don't plan your next job until you leave." Everything stayed quiet, and nobody had any reason to investigate. Now he's dead, and his influence has worn off. We've got a large group of crooks who are getting bored, thinking about trying something.

From last night's historical fantasy game. As part of their efforts to build an alliance against the evil Prince Kor, Our Heroes have been trying to facilitate a marriage between the Holy Roman Emperor Otto III, and Princess Zoe Porphyrogenita, daughter of the Byzantine Emperor. Things are going well, until Robert, King of the Franks shows up...
 
GM: The French King looks around the room, spots the beautiful Princess Zoe, and makes a beeline over to start chatting her up.
Geralt: (Irish Holy Warrior) Oh hell no! I step between them and politely suggest to King Robert that this isn't the Princess he's looking for.
GM: Great, make me a High Society Roll to see how badly you step in it.

Taken two weeks ago.  RIP my little buddy Henry as of yesterday.  I never had a better friend.

The Force is strong with this one.

Drone ship video feeds usually cut out at landing due to excessive vibration.  It's super annoying.
 
The core has been lost; apparently only one of the three engines that was supposed to light for the landing burn lit.  As a result the core stage hit the water at 300 mph and was destroyed, close enough to Of Course I Still Love You to take out two of its engines.  Can't wait for the blooper reel for that one.
 
Obviously I watched the livestream.  I was struck by two things--FH is frickin' enormous, and the exhaust plume as it goes up looks just like the Apollo one. 
 
Lastly, the fourth electric car ever to be launched into space is on its way to the asteroid belt.

I have used those villains as presented, sometimes downgraded, and sometimes upgraded. Campaigns cover a wide range of power levels, either because a longstanding game group has risen to that class, or because the group just wants to run a story line on the order of a Justice League or Legion of Superheroes. I like villain compendia that support any of the styles of play one sees in the comics. For every official Champions villain like DD or Firewing, there's an Ambush or Lash or El Salto. Overall I'm quite satisfied with what the company has provided in terms of plug-and-play villainy.

Considering I was conceived despite my mother being on the pill, I can personally attest to those error quotas. And those are only in case of proper useage.

Forgive me, I skipped a few posts and this might have been mentioned before. Perhaps Starfleet is closer to the US Coast Guard? The Coast Guard isn’t considered military except in times of war it can be called upon. It uses Naval rankings. It has warships. Yes Cutters are some of the smallest warships out there but still warships. They are more of a Police/Defensive Force than say the US Navy.

I used to tell people who asked what I want for Christmas that I don't need anything, just get me a pizza. Now we make one from scratch every year because my wife understands me.

Well, they went from basically 0% civilians in TOS to maybe 20% civilians in TNG.  I think 200 civvies out of 1000 passengers and crew is not outrageous.  Probably a mix of scientists, technicians, civil engineers, teachers, etc.  Remember, they're supposed to be seeking out new life and new civilizations--that's going to require people with specializations that are likely to be found outside Starfleet MOS.  Not every Federation vessel is necessarily going to have that military/civilian mix.  A scientific research vessel would likely have more civvies, and a border patrol vessel would likely have very few civilians. AIUI, some of the accommodation for civilians is for married crew or those with families to bring them along--a 5 year mission is a long time away from family.  

This stretch of road seems to have a permanent Slow spell cast on it.

I have the impression lots of VIPER nest leaders already are elected officials.
