A nonsense word used by Edward Lear in runcible cat, hat, etc., and esp. in runcible spoon, in later use applied to a kind of fork used for pickles, etc., curved like a spoon and having three broad prongs of which one has a sharp edge.

Lord Liaden pretty much covered it. I think Cateran is probably the least changed between CU:NM and the Fifth edition CU.
It's not a bizarro universe, but it's different.
The Fourth edition, CU:NM, and 5E all have similarities, but they all are wildly different as well. Sort of Parallel universes.

Well, I would actually have them buy duplication if this was going to be a usual trick, but if it's something which isn't a beneficial event, then just having a GM controlled character built for the occasion.

1) Had to reread the question. Depends if it really would of been out of character or not. Sometimes as a player, you can't help some "witty" comment. Generally if it was entertaining, I let it stand. If the PC really would of had some inkling that it wouldn't be a good idea, then it could be retracted. Really depends on the situation.
2) With some of the extra powers that can be tossed about, the bird's eye view may be more accurate.
3) Heck, we sometimes talk way more than actually game. Sometimes while formulating a plan. Though if it's in the middle of combat, as long as they take their phase, I'm fine. Otherwise I try to move things along.
4) I call the player on it.
