  3. I think we all know what really happens. Character X and character Y both start haymakers on their first action in phase 4. At the end of phase 5, both characters make an attack roll against their opponent (whose DCV is reduced by 5). As the two pound each other, the massive knockback flings them away from each other and through several brick walls (each one adding 8d6 damage) until they fall unconscious embedded in vehicles on opposite sides of the block.
  4. I looked it up, and 300% is for the "irresistable" aspect of the Cosmic modifier. You could probably build your own "Cosmic" modifier by throwing other advantages together: Affects desolidified +1/2 because irresistable Cosmic attacks affect anything. NND attack (vs Cosmic defenses) +1 because irresistable Cosmic attacks are only affected by Cosmic defenses. Does BODY +1 because irresistable Cosmic attacks hurt, no matter what. Difficult to dispel +1/4 because irresistable Cosmic powers are hard to affect. The total advantage becomes +2.75 (almost the 300% you mentioned).
  5. This is true. A character can't apply transform to themselves because they could give themselves powers. BUT, if Magnet Man wants to use his 10d6 severe transformation only affects inorganic objects composed of metal to turn the Volvo he's driving into a suit of powered armor, it is, technically, permissible. In fact, in my book, the same page that contains the text "Characters cannot use Transform on themselves" includes the side board describing "Instant Change" and indicating "(To Transform a costume into any clothing, add Improved Results Group (+1⁄4), for 6 Active Points, total cost 4 points.)" A similar Shape Shift power would cost ten times as much (literally, Shape Shift, Sight 8, Touch 5, Change into a limited number of shapes (articles of clothing) 5, Instant Change 5, at 0 END +1/2, Persistent +1/4, 40 points) The minor differences between the two powers (the transformation is healed away, and the costume MUST be recognized as breakable) don't seem worthy of the point spread. As I've said, previously, I tend to avoid shape shift. By the time you've packed enough adders and advantages on shape shift to have a worthy concept, it has become pricey enough to become the focal point of the character. Which brings us back to the OP, now aware that Transform is out and Shapeshift is pricey. For most of the appearance stuff, make sure the character has disguise and mimicry then purchase the maximum number of skill levels calling out "malleable form" as a special affect. If you truly need to mimic DNA, get a multiform with the alternate form having ONLY the shape shift power. It might take longer to change, but it would allow you to become indistinguishable from any target you desired to become while leaving enough room in the 'true form' for other powers you might desire.

  7. It just occurred to me that a certain character (Chameleon) had a belt and costume that allowed him to duplicate the appearance of anyone he could sneak a picture of. For that, a cosmetic transformation of the costume (sight/hearing only) makes more sense than shape shift as the character doesn't change. This also seems point efficient enough to drop into an enemy agent's equipment pool (holograms and voice modulation) in a heroic game for those GM's that aren't devious enough on their own. FWIW, I avoid shape shift. If I can't get the same effect with a multiform or power pool, I'm probably just trying to glean too much power from the points I have.

Size: Minute template, sell back running and all but 1 STR, flight and/or teleportation (for movement), telekinesis (probably with fine manipulation), and images (sight and hearing) with the set effect of creating the hologram person. Some sort of force field for the projector, itself. A skill set heavily into organization building and a fair KS: Criminal Underworld. Create a history for the extraterrestrial android espionage machine dispatched to weaken Earth's defenses in preparation for the invasion. And when I do spring this dude on my players, he'll be Smeghead the Sinister.

Technically, a Cosmetic Transformation limited to targeting the costume being worn, with the transformation limited to disguises simulating humanoids, and a fully covering costume, would allow a character to take on the appearance of anyone desired. Of course, the drawback would be that the costume couldn't be easily transformed unless it had a limited amount of BODY. In any real fight, the disguise wouldn't last long without some extra defense.

  14. Because, in this case, if the deceased had been holding any form of rifle the actions of the police would seem more reasonable. There are plenty of cases where someone is shot holding a brick, or a cell phone, or stuffed animal because the police thought it appeared similar to a firearm. A rifle would have been large enough to be obvious. The NRA doesn't want anyone to realize that a ban on handguns would make "it looked like" deaths even more suspicious because anything legitimizing a small bit of gun control sounds (to the NRA) like the first steps on a slippery slope to losing their rights. It's the same reason supporters of gender equality avoid any discussions as to why FMLA rules only apply to husbands if the pregnant/postnatal spouse is incapacitated, it's a case where applying unequal rules based on gender is logical so it seems like the first step in devaluing any gains they might have made.

Use the Size: Minute template, sell back running and all but 1 STR, purchase some minimal flight (for movement), minimal telekinesis (probably with fine manipulation), and images (sight and hearing) with the set effect of creating the hologram person. You'll probably need some extra defense for the badge, but there should be some points left for skills, anyway. Oh, and I thought this idea might have come from Red Dwarf, which is worse than any Star Trek iteration as far as inspiration is concerned.

  19. I'm wondering which part of the KA mechanic we're attempting to eliminate. A long time ago, one of my players wanted to avoid doing multiplication, and suggested rolling the stun of killing attacks with standard dice and assuming the body to be the number of dice rolled (that didn't work, too much STUN). These days, that player would have bought their Killing Attacks as AVAD (+1/2) and been happly as a machine-gun wielding clam (I did mention this was a long time ago).

  21. To me, the hard part is the missing information. There must have been a suspicion of some specific crime to start with, otherwise the police officers wouldn't have been at that location. After all, without the foreknowledge of some criminal undertaking a police officer shooting someone because that person denied them entry into their home comes very close to a federal crime. It is still illegal to violate someone's constitutional rights, isn't it? Perhaps the issue isn't really with the local law enforcement personnel being too gung ho violent, but with a generation of federal prosecutors that don't feel like doing their job. Perhaps we need a higher authority to police the police force. Perhaps I went through all of this just so I could ask who watches the watchmen?

  23. If, having two mouths, they can participate in two conversations at one time, would that need a write-up or would you (as a GM) hand wave that? Personally, I would ask that the player try to build it with points, then laugh at their feeble attempt and hand wave the effect into play.
