    To Hugh's point...I actually like to use an END Drain sometimes, over Costs END to Activate, particularly if this is an alternate approach to "assumes hero form."  
     
    But, that's also for something that's infrequent.  Here, if it's happening a lot, the slow recovery may become a significant problem, particularly for larger powers.  40 point power -> 4d6 of drain, and that's not gonna wear off for 3 turns.
     
    One thing I'd strongly suggest is, see if this would literally cripple the character.  Run some combats against something generic.  Figure, even 4d6 STUN damage, with normal recoveries involved, means you're looking at notably more recoveries required, and/or leaves you open to getting knocked DEEP into negative stun territory.

    Hero Designer doesn't always do those mods cleanly, no.  It's something you see in some places.  For example, Shrinking with Normal Mass...yes, it reports the weight correctly, but it doesn't cancel the +6m of KB, which is another side of Normal Mass...it cancels the extra KB.  I also get odd results with, say, buying STR as a power, with Reduced END (applies to all STR)...the END cost reported often isn't quite right.  It's also probably a side effect of heroic rules vs. superheroic...superheroic never uses STR mins.  The rules for when those apply are just...different.
     
    You COULD redo things, where the STR min becomes a 0-point usage limitation, and the club's bought purely as a 3d6 HA.  That would be cheaper...3d6 HA, 0 END, 2 hands, OAF, real weapon...the limitations come out to -2 on 22 active, so it's 7 now.  8, if you drop Real Weapon which feels bloody redundant with OAF.  Plus 1 more for the reach.  I just dislike Fantasy Hero because it kludges a lot of things, IMO, making them far more of a mess than they should be.  And it screams "throw every limit you can on!!!" like the OAF, Real Weapon combination to squeeze down every last point...which just says, IMO, the system is badly designed for that use.

    You're still overly focused on deaths.  
    How many serious hospitalizations have there been?  How many medium- to long-term problems?  How many indirect complications such as the potential encephalitis-like condition?  How much has Texas LIED about their deaths, as well?

    And a short-term amelioration...come on.  How much of this was the culture of Texas and a LARGE percentage of the people refusing to even get tested?  How do you know what the real case counts were, back in April and May?  
     
    Texas is now showing infection rates similar to Arizona, and we will see deaths rising.

    The point that's being made tho, is it needs to be worth at least as much...and as such, it should not be nerf-able by something cheap.
     
    Allowing a dodge while shifting to the AID might be OK, but in general, there has to be some other reason why the AID is a problem.  Because if you can just dodge, then when will it matter?  How often do you get ambushed, and have to shift?  Of those times, how often can you not simply step off to the side to shift unobtrusively?  Obviously that depends on the attack specifics...where, who's the target, that sort of thing...but quite often you're not directly involved, so the shift isn't a problem.  The normal form is very unlikely to be attacked.
     
    One example of an alternative...Donald Blake must stamp his cane firmly in order to become Thor.  OK, so...take the cane away.  Restrain Blake so he can't stamp it.  IOW, there's a deniable trigger involved, so the full phase to switch isn't necessary.
     
    And as I pointed out...if you're activating a defense, consider including Perceivable instead of AID.  Yeah, there's issues about when Perceivable should be allowed, but I'm inclined to allow it when the SFX indicate you're *clearly* Not A Normal Person.  I would also consider it when the "normal form is unlikely to be attacked" condition is out...as per the Wild Cards example, or with, say, someone who spends a lot of time under cover, in a more street-level supers game.  If you're trying to shut down major drug or human trafficking...there's a very reasonable chance your cover will be blown.  And, if nothing else, shifting to the AID blows the investigation apart....so that's a big cost.
     
    So...rather than trying to parse the rules so the limitation basically means free points...stay with the spirit and identify WHY it's worth points.  I might also add, the number of points onto which you're applying this limit should also be a consideration.

    An update...a more complete timeline about the Wal-Mart here.
    State issues the closure order some time in the morning yesterday...not sure when. 
    They don't close until 5:15...and someone said that was forced by the cops.  All things suggest this is true.
    They disinfect the store overnight.  OK fine.  
    They re-open in the morning.  WITHOUT completing other aspects, such as ensuring everyone is tested...which is part of the state's requirement to re-open.
    This afternoon, the governor tweets they're breaking the law.
     
    We shall see what can be done, but...I am definitely NOT going back there.  Period.

    COVID-19 has claimed the Ivy League fall sports seasons (including football, delayed at least until spring 2021) and 11 varsity sports at Stanford (permanently after the upcoming academic year).

    But not yesterday and today.  They DO make sense.  Case numbers started to rise just after the solstice...and now the death counts are rising.  Over 750 today with a few hours left.  And it's gone up by 6 in just a few minutes while I was looking at some different things...
     
    At this point you can't look at the longer-term trendline for daily deaths;  it's now meaningless, with the massive upswing in cases.  It would be interesting and possibly informative to take the daily case counts and daily death counts, do some normalization on both (say, divide daily cases by 60,000, daily deaths by 2000, so they'd be on similar scales) then offset the daily deaths by 2 weeks, and perhaps another offset by 3 weeks, and see how well they overlap.

    So don't be surprised if we see the 60,000 mark surpassed...this week.  I just hope we don't crack the 100,000 mark in 2-3 weeks...if there's a major surge due to 4th of July get-togethers, planned and otherwise.
     
    Also of note, we passed 3M today.
    6 weeks to go from 1M to 2M.
    4 weeks to go from 2M to 3M.
    At the current pace, 4M is about 3 weeks out.
