And this is why we're going to have such a rough time.
Throwing the party in the first place...come on. But the disregard to show up, with a cough, approaches callousness. We don't know how often this happens, but it takes so few moronic incidents like this to trigger a local outburst whose dimensions will be hard to predict.
Not everyone is an utter jackass; darn few people are. That's the attendee with the cough. At best, things were gonna be bumper-to-bumper rush hour traffic...but there's too many willful, self-centered, unthinking idiots to make this less than a Tour de France peloton navigating the cobblestones around Roubaix...in the rain.

That's why I don't measure against world numbers. China? Who doesn't think they're deliberately not reporting? India, Brazil? Kinda doubt they'd deliberately under-report, but their detection capabilities are suspect at best. If you take out those 3 countries, that's 3 billion people. Leaves ~ 4.8 billion, so the US is about 7%.
If we stick with western Europe...Spain, italy, France, Germany, and the UK have combined populations of ~ 317M, versus the US' 330M. So very comparable. The US still has about 1/3 more cases than all 5 of them...but about 1/3 fewer deaths. Altho death statistics are nowhere near solid; I think expert consensus (by real experts, not political appointee hacks) is that deaths are probably significantly undercounted. There's a growing body of evidence that morbidity rates in several places are showing serious spikes far beyond what can be accounted for by attributed CV deaths.

The biggest omission from that list is probably property taxes. Plus, remember, they were trying to pay salaries and benefits to as many as possible. 63,000 workers, salary + benefits....3000 per month per worker, let's say (those benefits add up fast)...that's $190M per month.
Debt service and amortization are huge. I never thought about them for major properties like a large hotel/casino, but I have for a plane. An Airbus A320 neo runs $110M or so. So, figure debt service alone might be (interest and amortization) 6-7 mill. That's per plane, whether it's flying or not. The accounting for a big hotel is quite different, I'm sure, but it's still a big chunk.

Well, for grins, I took astral's sheet and did a few things. Note that it's now an ODS file; I did it in LibreOffice, but OpenOffice should work fine too. They're both free. It probably should import into Excel too, and probably Sheets, altho you'll maybe have to tweak things.
--reorganized, hopefully with plenty of room for power and situation descriptions
--second sheet for an expanded powers spec...the power, the adders, advantages, limitations. Cost fields for each, and it will do the final CP cost for you.
(Power Cost + Adder Cost) * (1 + Total Adv) / (1 + Total Lim)
--I set it up for 14 powers and situations. Obviously, a second page for more powers/specs wouldn't be hard to incorporate. ECs and Multipowers...I'd include the framework as a power on its own line, then just format the text for the powers contained therein. Or, work on some additional pages. Don't forget to include those in the Powers total cost summary field.
Threw in some notes as well. It's printable for me...I set the margins and tweaked the sizes so the Summary is 1 page, and the Powers Details is 1 page. YMMV.

Welcome to random variables with very high variance. Some places will get crushed, while others dodge the bullet. But there's more bullets out there.
Look at Nebraska. Go back to early April...very few cases. Last 10 days? Looks like 4 days with 300+ new cases that day, in that period. Even within Nebraska, using the NY Times county-level data, you've got Dakota and Seline Counties that had nothing, it looks like, until 7-10 days ago. Douglas County has 700 now. Even narrower? Nebraska's health people have put some work in:

The X axis labeling is done badly; it's too long. But expanding across a couple monitors...the left edge is March 6th; the major ticks represent a week. So on March 27th, about 40 cases. in 5 weeks, about 17x that. The case total doubled between April 3rd and Aprl 17th...but between April 17th and today, May 1st...it's 2.5x higher. That's not good....but that is the coronavirus. I mean, to paraphrase Allen Funt...
Don't be surprised if sometime, somewhere, someplace when you least expect it, someone steps up to you and says.... 'Smile, you've got a major Covid-19 'outbreak in your area.'

IIRC, it's been noted that there are no plans to do it at this point. The rules are *seriously* different, at the detail level. By the same token, in many ways they're quite a bit simpler, so a spreadsheet could probably be created to assist, without too much trouble.

No, Piercing is. The key point on a Hero killing attack is that nonresistant defenses don't apply for the BODY. That's what Piercing does. Destructive is for unusual, nasty damage...think lye or lab-grade nitric acid. Some burning materials like napalm. Many poisons...certainly a necrotic like brown recluse venom, probably hemotoxins too (rattlesnake venom). Hard radiation damage. Appropriate to now...lung scarring from TB or serious coronavirus infection, or for that matter, from long-term smoking.
Piercing should be pretty common; anything you'd define as a killing attack. 3 DCs of killing attack -> 2 dice + Piercing in Champs Now. Destructive, OTOH, should be pretty rare.

Well. An interesting side effect here.
Just doing some shopping on Amazon. One thing I was loosely considering was some small cups for espresso...so checking "tea mugs" as well. What was interesting was *how many* items with Prime shipping were saying "arrives by May 9." That's 3 weeks. There were a couple that were sooner, but darn few.
Amazon is clearly focusing on essentials...the bar soap, no problem. Middle of next week. Non-essentials...be ready to wait.
