When the Board of the S.H.I.E.L.D. Academy went looking for someone to oversee the various Maintenance, Repair and Landscaping Departments they found this good humored carpenter from a small town outside of Chicago. A licensed Contractor and Journeyman Plumber, Electrician, and Auto Mechanic, he was already looking for a new start after the death of his wife and the emptying of the nest by three of his four children. So he packed up his youngest son Jerry, and closed his 4 Aces Construction business and moved into a small on-site house and began taking care of all of the Buildings Facilities needs of all three campuses of the Academy. His sly wit and solid instincts about people allow him to direct his small staff in and amongst the varied and non-stop chaos. He may be uneducated about the high powered and complex world that the students here will someday move in, but his sound, caring advice and forgiving nature seems to always bring the more troubled young people to him eventually. Sgt. He then used his newfound strength and aggressiveness to drive off the attackers. When S.H.I.E.L.D. investigated they found that as Stanley’s physical attributes rose, his mental and emotional ones declined leaving him prone to childish outbursts and tantrums. He was left as an extremely strong but easily manipulated person in need of monitoring and structure. It was felt by his doctors and social workers that the best thing to do would be to give Stanley a purpose that fit his now overblown sense of his own importance. Q; So what do you with someone who’s very strong, not very bright and has a pathological need to be in charge? A; You make him a gym teacher. The now finally promoted Capt. Why not? You always saw them on Star Trek. And it’s a limitation since it means you can’t do it secretly, or without say everyone on a nearby space station or a third party spaceship knowing who’s moving what ship around.

I find TK is relatively inexpensive if your using limitations that are appropriate for Tractor Beams. No Fine Detail, Visible Power Effects, Useable only in Zero Grav, Useable only in Vacuum, Only vs. Other ships, etc. These and others bring the price down and are all reasonable defining limitations on the special effect. Your limitation about relative positions means you could never bring a ship any closer, like along side to dock, or to move it out of danger.
