I’m thinking perhaps the easiest would be a 4d6 Blast No Range, Damage Shield 2 Hand limitation (to represent that you need both hands free) with +5 DCV (to represent the Block part). -0 limitation Maneuver because the Damage shield won’t work if you’re doing another maneuver.

Smarter and better Hero Games number crunchers than I have worked out not only a Hero Star Trek sourcebook but a Hero Next Generation one.  Both are available for perusal or free download on this site in the Download section.  It may not be the most up to date version of the game but it can certainly give you some very good “in the ballpark” information.

Cahhoun’s first ship of the New Frontiers series was an Ambassador Class.  Basically the same same weapons, engines and sensors as the Galaxy class but smaller as it did not have the extra quarters and facilities to carry families.

Swords may not be used by modern soldiers,  but knives certainly are.  Part of every country’s military training is knife work.  From silent kills to “what to do when you’re out of ammo.” how to handle a blade is considered vital.
   Swords just aren’t part of most modern cultures, but if they started becoming seriously used by one, than everybody else would have to take them up again since few hand to hand weapons can match them for deadliness.
