I am thinking about fustrating my earstwhile heros with a nasty swarm. I was wondering how this concept worked out for others when thay tryed to pit their heros against other swarms, how those swarms were built, and any other piece of advice that anyone would be willing to offer. I do have a rough concept that I could mention later.

The best place for such a stronghold would be places that possess large tracks of land that people would most likely go past without bothering to pay attention to what is going on. The edges of major cities where there already is major building going on would be your best bet in this department, especially if the city has a human population in excess of one million and seeing fast growth. These places would possess plenty of ready-made victims - er humans - for these aliens and their cohorts to work on.
An obvious plot hook would be if a victim manages to escape. This person would then tell anyone willing to listen (or anyone else) what is truly going on. If the process of production requires hazardous or specialized substances then the acquisition of these substances could be useful for determining what is going on.
When the aliens fist land on Earth they will have no legal rights. Then some caring human will take their side in court and argue that they are near enough to human that they should be granted human rights. Eventually this case will be taken all the way to the Supreme Court. They will have the final say on this issue, either pro or con. Most likely the other countries will be holding up their cases waiting to see how the US will finally rule on the issue. Some will agree with us others will disagree. That will make this an international issue that will only be solved in international courts. If the aliens just landed then they will be going through this long (multi-year) process. Until the courts have their say the legality of ownership and rights will rest on the individual in question.
Another question: How did they get to Earth? If they arrived in a spaceship then that ship will be getting all forms of analysis from several different groups. Depending on how intact the ship is will determine how fast the groups will be able to reverse engineer the alien tech. If the ship is intact and functional then the engineers will be able to get alien tech to the humans in only a few years. If crashed and destroyed then it will slow the work but not stop it. That could be the source of several plot hooks.

Is this going to be a maneuver that is open to all or a special action available only to the trained?
Open to all: GM creates a special maneuver that will grant either a bonus or penalty (if not both) to one (or both) characters as necessary for the situation. Then when retreating character is moving the attacking character will get the attack with appropriate mods.
Trained: Same as above except determine the cost that is necessary to receive the training.
