Japanese manga and anime have been particularly popular and mainstream in France for quite a few decades. This is particularly true for the legal profession, science and the diplomatic corps. Sports stars who have achieved something on the world stage also can receive honours. But you can turn an honour down. Steven Hawking did. There has been a move to honour those doing sterling work locally since the 1990s.
