French society has long had a high regard for cultural accomplishments, and is surprisingly broad and inclusive in defining those accomplishments. Japanese manga and anime have been particularly popular and mainstream in France for quite a few decades.

Yes, the Presidential Medal of Freedom is frequently given to artist.  The Congressional Gold Medal is also sometimes given to artist, but is more commonly given for acts of bravery and heroism.

Those who have done sterling work for charity and for their professions are honoured. This is particularly true for the legal profession, science and the diplomatic corps. Sports stars who have achieved something on the world stage also can receive honours. But you can turn an honour down. Steven Hawking did.

There has been a move to honour those doing sterling work locally since the 1990s.
